London, Greater London, United Kingdom OFGEM Full time

Position Overview

Contribute to the development of policies that promote a sustainable and equitable energy landscape for the UK.

Ofgem serves as the independent energy regulator for Great Britain, dedicated to safeguarding energy consumers, particularly those in vulnerable situations, by ensuring fairness and fostering a cleaner, greener environment.

Our mission involves collaboration with various industry stakeholders, as energy is a vital component of both our society and economy. The significance of our policy initiatives cannot be overstated; they not only protect consumers but also empower businesses, shape the energy sector, and facilitate transformative societal and infrastructural changes essential for achieving a Net Zero future.

In this role, you will engage in a diverse and stimulating array of tasks, including analyzing complex issues, engaging with stakeholders, and cultivating essential relationships. You will leverage your expertise to draft policy proposals, briefings, consultations, and other critical documents that support informed decision-making aimed at maximizing consumer benefits.

Your initial assignment will be within the Markets Directorate, specifically in the Smart Metering and Retail Market Operations team. This team addresses a broad range of policy matters across the energy sector, including smart meter deployment oversight, compliance with smart license obligations, industry codes, energy theft, and monitoring consumer issues related to smart technology.

We embrace a Flexible Resourcing model, allowing you to work across various projects within Ofgem or remain longer in a specific team to develop specialized skills and knowledge.

Qualifications

To be successful in this role, you should possess industry knowledge relevant to Radio Teleswitch, smart metering, and associated licensing obligations, along with exceptional written and verbal communication skills. Strong analytical and problem-solving abilities are essential, as is a demonstrable interest or experience in public policy, energy, and net zero initiatives. Experience in stakeholder engagement and project management is also crucial.

We prioritize the ongoing professional development and support of our dedicated workforce. You can expect a comprehensive benefits package, a collaborative working environment with experienced professionals, hybrid working arrangements, and a shared commitment to our mission.

We encourage applications from individuals of all backgrounds, particularly those from underrepresented groups.

Role Responsibilities

Energy policy influences every facet of our daily lives, from home to workplace. Our policy initiatives are vital in ensuring that energy remains accessible to all, especially in light of rising costs and supply security challenges. We aim to transition away from fossil fuels while identifying and nurturing new renewable energy sources as viable alternatives.

In these challenging times, we seek individuals ready to confront these issues directly and assist in delivering a greener, fairer energy system.

Our policy framework is built on three foundational pillars:

  • Strategy: Ensuring that our approach is informed by sound evidence and analysis.
  • Democracy: Guaranteeing robust governance and accountability to support effective decision-making.
  • Delivery: Implementing effective systems that translate policy into practice.

The primary focus of this role is to conduct thorough analysis and provide evidence-based recommendations on technical policy matters to decision-makers.

Key Responsibilities

  • Conduct high-quality, timely analysis of core issues and policy options, leading to evidence-based recommendations.
  • Draft clear and concise documents, including briefings, policy papers, consultations, impact assessments, and guidance.
  • Support and direct key projects, ensuring effective internal and external stakeholder engagement by prioritizing and delivering workstreams.

Stakeholder Engagement

  • Communicate the benefits, challenges, and trade-offs of policy proposals to senior colleagues and partners.
  • Facilitate collaboration across teams and sources of expertise to understand and manage risks and issues effectively.
  • Represent Ofgem externally, fostering constructive relationships to identify and resolve challenges in the interest of consumers.

Essential Criteria

  • Industry knowledge in the context of Radio Teleswitch, smart metering, and related licensing obligations.
  • Strong analytical and problem-solving skills.
  • Demonstrated interest or experience in public policy, energy, and net zero initiatives.
  • Experience in managing multiple stakeholders.
  • Ability to oversee various work activities to keep projects on track.

Behaviors

During the selection process, candidates will be assessed against the following behaviors:

  • Seeing the Big Picture
  • Changing and Improving
  • Communicating and Influencing
  • Delivering at Pace

Technical Skills

Benefits
