Position Overview

The Cabinet Office is in search of a Research Officer (HEO) to contribute to its dynamic initiatives aimed at enhancing the evidence-based nature of UK Government programs and policies, ultimately improving public outcomes.

This role presents a unique opportunity to engage at the heart of government, collaborating with teams from various departments including the Cabinet Office and HM Treasury.

Our office promotes a hybrid working model, with an expectation of at least three days per week in the office.

Role Responsibilities

The Cabinet Office-HM Treasury unit was established to ensure that policy decisions are informed by robust evidence regarding the effectiveness of various programs.

Our team collaborates with all central government departments, providing specialized guidance on evaluation strategies and methodologies. We also assist HM Treasury in reviewing evidence and evaluation plans related to departmental spending proposals.

We fund impactful research initiatives both within and outside government through various funding mechanisms. Our collaborations extend to numerous partners, and we lead programs aimed at enhancing the transparency of research outputs and improving the evaluation skills of civil servants.

Familiarity with quantitative and/or qualitative research methodologies is essential, but the role offers professional development opportunities to enhance your analytical and evaluation skills.

Key Activities

  • Support emerging research priorities that enhance the application of evidence and evaluation across government.
  • Oversee the management of the UK Government’s evaluation panel, connecting project teams with evaluation experts.
  • Lead the monitoring and reporting of our team’s engagement with government departments.
  • Prepare updates for Cabinet Office Ministers regarding the Evaluation Task Force's activities.
  • Assist in commissioning and overseeing high-priority evaluations.
  • Develop and publish resources for cross-government and public audiences on our team’s website.
  • Organize events to promote the significance of evaluation within government.

Candidate Profile

Essential Skills:

  • Excellent written and verbal communication skills, with the ability to tailor messages to various audiences.
  • Strong planning and prioritization abilities in a fast-paced environment while maintaining progress on long-term goals.
  • Proven ability to collaborate and build effective relationships with key stakeholders.
  • Knowledge of research methodologies and practical application of qualitative and quantitative approaches.

Desirable Skills:

  • Experience in delivering or managing evaluations, including process, impact, and value-for-money assessments.

Additional Information:

At least 60% of your working hours should be spent at your primary workplace, with attendance at other locations for official duties also contributing to this requirement.
