London, Greater London, United Kingdom Government Legal Department Full time

Position Overview

The Government Legal Department (GLD) serves as the primary provider of legal services within the government, engaging in significant matters that often attract attention from Parliament and the media. Our responsibilities encompass:

  • Formulating and drafting legislation
  • Offering legal counsel on policy matters
  • Safeguarding our economic and trade partnerships
  • Ensuring value from commercial agreements worth substantial sums
  • Delivering employment law guidance to the Civil Service

At GLD, we are integral to the realization of the Government's objectives, and our achievements are driven by our dedicated workforce.

As a non-ministerial government entity, GLD is overseen by the Attorney General and led by the Treasury Solicitor, our Permanent Secretary. We employ nearly 3000 individuals, including over 2000 legal experts, across various locations, including major cities and international offices. Our specialized legal services cover Litigation, Employment, and Commercial Law, while also advising numerous Government Departments on their policies and services.

GLD relies on a variety of essential corporate services that ensure the efficient operation of the Department, forming the foundation for delivering exceptional legal services. Our corporate functions encompass Strategy, Human Resources, Finance, Digital Services, Data and Technology, Communications, Security, Commercial activities, and Project Management.

Our aspiration is to be a premier legal organization and an exemplary workplace where all employees can thrive and reach their full potential. This is a dynamic period for GLD, characterized by innovative legal work on global challenges and a transformation agenda aimed at enhancing departmental excellence.

Role Description

About the Finance Planning & Performance Division

The Finance, Planning and Performance Division is dedicated to ensuring that GLD maintains effective business planning alongside robust financial and performance management processes that align with its operational needs. The Division comprises approximately 40 staff members responsible for transaction processing (including accounts payable, customer billing, and treasury functions such as banking, expenses, and travel payments), financial and management accounting, planning, performance oversight, finance policy, procurement, and Bona Vacantia (BV) Finance, which collects income from ownerless assets on behalf of HM Treasury.

GLD faces external reporting obligations similar to those of larger government departments. Given our limited resources, it is crucial to establish a strong internal performance and finance framework to maximize value for our clients. The range of work within GLD's Finance, Planning and Performance Division is notably diverse compared to finance roles in larger organizations.

We also extend financial services to the Attorney General's Office and the HM Crown Prosecution Service Inspectorate.

The Finance Team operates within the Finance, Planning and Performance Division (FPPD). While FPPD is situated in Central London, BV Finance is based in Croydon to provide financial support to the BV Division located there. Nonetheless, there is significant interaction between the two teams.

Key Responsibilities

The successful candidates will be tasked with the following responsibilities:

  • Collaborate with transactional processing teams to accurately document financial transactions (receipts and payments) promptly, adhering to established rules and controls to safeguard government funds.
  • Oversee the team's inbox, ensuring timely responses to all inquiries and prioritizing urgent requests and complex issues for escalation to line managers.
  • Engage with customers and clients to resolve outstanding queries.
  • Provide coverage for colleagues on leave as necessary and escalate any challenging issues to line management to ensure urgent matters are addressed.
  • Maintain vigilance against potential fraud.
  • Effectively address routine challenges, seeking guidance from relevant personnel when necessary to identify solutions.
  • Communicate with team members to clarify objectives and foster a work environment that promotes diversity, inclusion, and equality.
  • Manage credit control, pursue outstanding debts, and handle client inquiries to ensure prompt payment of GLD invoices.
  • Demonstrate strong organizational skills, accuracy, and the ability to work efficiently while taking the initiative to resolve issues. Proficiency in IT is essential, as extensive communication with GLD clients, suppliers, and colleagues will occur via email, phone, and in-person interactions. Well-developed communication skills are therefore crucial.
  • Exhibit an interest in government finance, as GLD is committed to developing its team. Candidates demonstrating potential through the formal performance management system may have the opportunity to pursue professional accountancy qualifications, which GLD will support through funded study leave.

Behaviors

Applicants will be evaluated based on the following Success Profiles during the selection process:

  • Tailored learning and development opportunities
  • Flexible working arrangements
  • A culture that encourages inclusion and diversity
  • An average employer contribution of 27% towards pension schemes
