About the Role:

The Evaluation Task Force (ETF) is on the lookout for a Policy Research Analyst (HEO) to assist in our ambitious initiatives aimed at enhancing the evidence-based nature of UK Government programs and policies, ultimately improving public outcomes.


This position offers a unique chance to engage at the heart of government, collaborating with teams from the Cabinet Office, HM Treasury, and various government departments.


Our office is located in London, and we promote a hybrid working model, expecting at least three days of in-office attendance each week.


About the Evaluation Task Force:

The ETF is a collaborative unit between the Cabinet Office and HM Treasury, reporting to ministers from both departments. Established in 2021, our mission is to ensure that policy and program effectiveness evidence is central to governmental decision-making.


We engage with every central government department, providing specialized guidance and support for their evaluation strategies and plans.


Additionally, we assist HM Treasury in reviewing and scrutinizing the evidence and evaluation frameworks linked to departmental spending proposals.


Our team is dedicated to funding impactful and innovative research both within and outside of government through various funds we manage.


We collaborate closely with What Works Centres and lead several programs aimed at enhancing the transparency of research outputs in government while upskilling civil servants in evaluation methodologies.

Key Responsibilities:

  • Assist in the identification of new and emerging research priorities that enhance the application of evidence and evaluation across government.
  • Manage the UK Government's Evaluation and Trial Advice Panel, linking project teams with our panel of evaluation experts from various sectors.
  • Lead the monitoring and reporting of our team's interactions with government departments.
  • Prepare monthly briefings for Cabinet Office Ministers regarding the ETF's activities.
  • Support the commissioning and oversight of high-priority evaluations, including those for the Evaluation Accelerator Fund and Labour Market Evaluation and Pilots Fund.
  • Develop and publish resources and materials on our team's website for cross-government and public audiences.
  • Organize events to promote the significance of evaluation to a cross-government audience.

You will work collaboratively within our team, managing a diverse workload and adapting to shifting priorities while proposing effective delivery methods.


Effective communication with a wide range of stakeholders, both within and outside of government, will be essential. You will be expected to take initiative while receiving ample guidance and support from your line manager and fellow ETF colleagues.


Some familiarity with quantitative and/or qualitative evaluation or research methods is preferred, but the role offers professional development and on-the-job opportunities to enhance your analytical and evaluation skills.
