Supporting the operational efficiency of the House, the House of Commons Service comprises over 3,000 professionals dedicated to providing essential services to Members of Parliament, their teams, and the broader parliamentary community.

Role Introduction

The Communications Office is tasked with overseeing the communications strategy for the House of Commons, managing both internal and external messaging on behalf of the entire institution. This includes learning and development initiatives for the profession and executing significant bicameral communications for both the House of Commons and the House of Lords. The team operates within the Office of the Executive, offering comprehensive communications support—ranging from branding and design to social media management, photography, a 24/7 press office, internal communications, and strategic planning.

Position Responsibilities

We are seeking a senior design leader capable of influencing and enhancing the team's delivery methods, positively affecting our design maturity, and optimizing our design resources while achieving cost and time efficiencies for the organization. We value attitude as much as experience and skill, aiming to cultivate a motivated, ambitious, and innovative team.

The Creative Lead will establish visual communication standards throughout the organization, fostering integration between design and digital efforts within the Creative Content Team and the broader Communications Office. This will be achieved through improved workflows and the identification of collaboration opportunities. The role entails delivering outstanding creative work while inspiring and guiding the team to develop innovative solutions for digital and print communications, campaigns, and events across various business sectors, including Education and Engagement, Parliamentary Archives, Historic Furniture, the Speakers Office, Strategic Estates, and Committees.

Additionally, this position will provide creative direction to external partners and lead a network of communications and content producers to ensure consistent, high-quality, on-brand creative output across all internal and external campaigns, utilizing owned, earned, and paid media channels.

This role is crucial for establishing and maintaining the creative quality of the team's output. You will mentor designers, uphold standards, advocate for best practices, and contribute to a culture of continuous improvement and creative excellence. Collaborating closely with the Head of Visual Brand and the Brand Designer, you will guide the future trajectory of the House of Commons and UK Parliament brand identities, fostering an understanding of the value and impact of design across Parliament. You will ensure adherence to our visual identity guidelines by the in-house team and promote best practices in designing for accessibility to reach the widest audience possible, while supporting colleagues in developing effective print and digital communications.

Key Responsibilities

  • Lead and manage the conceptualization, development, quality assurance, and completion of your and the team's projects. Oversee project briefs from inception to final delivery, providing creative leadership, inspiring designers, and offering support in technical design skills.
  • Deliver impactful and innovative design solutions, adopting a proactive and creative approach from template creation to high-level ideation.
  • Utilize specialized design expertise to oversee and influence the team's creative output, ensuring projects are delivered to a high standard, on schedule, and within budget, while identifying opportunities for cost savings.

Candidate Profile

To excel in this role, you will need to demonstrate:

  • Proven experience in managing and leading a team to deliver print and digital communications and campaigns. Significant experience in mentoring designers and fostering cross-team collaboration to build a cooperative culture, while upholding the principles of equality, diversity, and inclusion.
  • A high level of creativity with a demonstrated ability to interpret briefs and deliver imaginative and compelling designs across digital and print media that align with organizational goals.
  • A willingness to learn, focusing on personal professional development and the continuous enhancement of the team. An ability to accept constructive feedback and a readiness to acquire new skills and knowledge.
  • Excellent organizational capabilities, with the ability to prioritize effectively, manage competing demands, work efficiently under pressure, and delegate as necessary to ensure timely and quality delivery of work.
  • Experience in collaborating with and influencing senior stakeholders to develop, manage, and maintain brand identities and guidelines.
  • Strong communication skills, particularly the ability to articulate design concepts to senior stakeholders and colleagues without a design background.
