Position Overview

This role is situated within the Marine Management Organisation (MMO), an executive non-departmental public body committed to the stewardship of the marine environment.

Role Responsibilities

The MMO is dedicated to achieving the government’s vision for clean, healthy, safe, and biologically diverse oceans and seas. Our mission is to safeguard and enhance the marine ecosystem while fostering sustainable economic growth through responsible marine activities and development.

As a pivotal member of our team, which comprises approximately 500 professionals, you will collaborate across our Newcastle upon Tyne and London offices, alongside our regional teams located along the English coastline.

Key Duties

This is a permanent position based in Newcastle upon Tyne. The Higher Executive Officer (HEO) role is crucial for advancing our public service responsibilities. HEOs engage in a broad spectrum of policy and corporate service areas, contributing to policy formulation and problem resolution, often navigating complex or conflicting evidence. Your input will be vital in high-level government decision-making processes, particularly in business planning and policy execution.

HEOs are expected to employ research and analytical methodologies to substantiate their recommendations. You will work within a supportive team framework, ensuring that decisions align with established guidelines under the supervision of relevant team leaders. Individual responsibility for specialized tasks within projects may also be part of your role, necessitating strong interpersonal skills to effectively engage with senior leaders and stakeholders.

Collaboration with various agencies and teams, including MMO coastal and Marine Conservation teams, The Royal Navy, and UK Border Force, will be essential. You will need to maintain situational awareness at local, national, and international levels, advocating for the MMO's interests among maritime stakeholders.

As a member of the Offshore Operations Team, your responsibilities will include gathering, analyzing, and presenting data for statutory reports, freedom of information requests, and risk assessments. The nature of the industry may require occasional out-of-office work and unsociable hours, including weekends, with appropriate remuneration discussed with line managers.

Essential Qualifications

  • Proficient communication skills to engage effectively with diverse audiences.
  • Ability to interpret and apply legal regulations to practical scenarios.
  • Capacity to navigate complex processes and resolve issues effectively.
  • Strong organizational skills to prioritize and manage workload efficiently.
  • Ability to adapt to challenging physical environmental conditions.
  • Proficient in computer applications.
  • Willingness to work outside standard hours as required by industry demands.

This position necessitates regular travel within the MMO jurisdiction, and a valid UK driving license is required. Occasional overnight travel may also be necessary.

Desirable Qualifications

  • Passion and knowledge of the marine environment.
  • Experience in marine-related roles or regulatory functions.
  • Proven ability to manage confrontational situations effectively.
  • Experience in leading a team with multiple, often competing priorities, particularly in a geographically dispersed context.
  • Certification as a warranted Marine Enforcement Officer is advantageous.

This role requires the successful candidate to undertake a full range of enforcement duties as a warranted Marine Enforcement Officer. Training will be provided if the candidate is not already warranted.

Licenses

A full, clean driving license is mandatory.
