This role is situated within the Marine Management Organisation (MMO), a prominent executive non-departmental public entity.

Role Description

The MMO is dedicated to the government's vision for clean, healthy, safe, and biologically diverse marine environments. Our mission is to safeguard and enhance the marine ecosystem while fostering sustainable economic growth through responsible marine activities and development.

As an independent regulatory authority for England's waters, we focus on delivering service-oriented outcomes for our stakeholders.

Our team comprises approximately 500 professionals, operating from Newcastle upon Tyne and London, with a local presence along the English coastline.

Key Responsibilities

This is a permanent position based in Newcastle upon Tyne. The Higher Executive Officer (HEO) grade plays a crucial role in advancing our public service responsibilities. HEOs engage across various policy and corporate service domains, contributing to policy formulation and problem resolution, often involving complex or conflicting evidence.

HEOs significantly influence decision-making at high government levels, particularly in business planning and policy execution. They utilize research and analytical methods to substantiate their recommendations, often collaborating within a supportive team framework to ensure compliance with established guidelines under the guidance of team leaders.

HEOs may also take individual responsibility for specialized tasks within projects, necessitating strong interpersonal skills to interact effectively with senior leaders and stakeholders.

Collaboration with other agencies, including MMO coastal and Marine Conservation teams, The Royal Navy, and UK Border Force, is essential. You will need to maintain local, national, and international situational awareness to advocate for the MMO's interests among maritime stakeholders.

As a member of the Offshore Operations Team, you will be tasked with gathering, analyzing, and presenting data for statutory reports, freedom of information requests, and risk assessments. Due to industry demands, occasional out-of-office work and unsociable hours, including weekends, may be required, with appropriate compensation discussed with line management.

Essential Qualifications

  • Effective communication skills across diverse audiences.
  • Ability to interpret and apply legal regulations to practical scenarios.
  • Competence in navigating complex processes and resolving issues satisfactorily.
  • Strong organizational skills to plan, prioritize, and manage workload to meet deadlines.
  • Capacity to work under challenging environmental conditions.
  • Proficient in computer usage.
  • Willingness to work outside standard hours as needed.

This role requires regular travel within the MMO jurisdiction, and a valid UK driving license is necessary. Occasional overnight travel may also be required.

Desirable Qualifications

  • Passion and knowledge of the marine environment.
  • Experience in marine-related roles or regulatory positions.
  • Proven ability to handle confrontational situations effectively.
  • Experience in team management, particularly with competing priorities and geographically dispersed teams.
  • Certification as a Marine Enforcement Officer is advantageous.

This position necessitates the capability to perform the full range of enforcement duties as a warranted Marine Enforcement Officer. Training will be provided if not already warranted.

Licenses

A full, clean driving license is required.
