About the Role

We are seeking a highly skilled and experienced Senior HR Operations Manager to join our HR Operations team at Devon County Council. As a key member of our HR leadership team, you will play a critical role in shaping the future of our HR services and ensuring that we deliver exceptional support to our employees and customers.

Key Responsibilities

  • Lead and manage a team of HR Advisers, providing guidance and support to ensure that they have the skills and knowledge needed to deliver high-quality HR services.
  • Develop and implement effective HR strategies and initiatives that align with the council's overall business objectives and priorities.
  • Collaborate with other HR teams and stakeholders to ensure seamless service delivery and effective communication.
  • Manage and contribute to service-wide HR projects, ensuring that they are delivered on time, within budget, and to the required quality standards.
  • Provide expert advice and guidance on complex HR cases and queries, ensuring that employees and customers receive the support they need.
  • Contribute to the development of professional practice within the team and the service, ensuring that we stay up-to-date with the latest HR trends and best practices.
  • Play a key role in guiding and implementing our HR policies and practices, ensuring that they are fair, consistent, and compliant with relevant laws and regulations.

Requirements

  • Relevant HR qualification or equivalent experience.
  • Proven track record of managing and developing HR teams and services in a complex and changing environment.
  • Excellent knowledge and understanding of HR best practice, legislation, and trends.
  • Strong communication, interpersonal, and influencing skills, with the ability to build trust and rapport with a variety of stakeholders.
  • Customer-focused and solution-oriented approach, with the ability to balance competing demands and priorities.
  • Commitment to continuous improvement, innovation, and learning.
  • Passion for the council's vision, values, and goals.
