Senior HR Operations Manager

About the Role
We are seeking a highly skilled and experienced Senior HR Operations Manager to join our HR Operations team at Devon County Council. As a key member of our HR leadership team, you will play a critical role in shaping the future of our HR services and ensuring that we deliver exceptional support to our employees and customers.
Key Responsibilities
- Lead and manage a team of HR Advisers, providing guidance and support to ensure that they have the skills and knowledge needed to deliver high-quality HR services.
- Develop and implement effective HR strategies and initiatives that align with the council's overall business objectives and priorities.
- Collaborate with other HR teams and stakeholders to ensure seamless service delivery and effective communication.
- Manage and contribute to service-wide HR projects, ensuring that they are delivered on time, within budget, and to the required quality standards.
- Provide expert advice and guidance on complex HR cases and queries, ensuring that employees and customers receive timely and effective support.
- Contribute to the development of professional practice within the team and the service, ensuring that we stay up-to-date with the latest HR trends and best practices.
- Play a key role in guiding and implementing our HR policies and practices, ensuring that they are aligned with the council's overall business objectives and priorities.
- Champion and model the Voice and Belonging themes of our People Strategy, which aims to create a respectful and diverse workplace where employees have a say in decisions and feel valued for their work.
Requirements
- A relevant HR qualification or equivalent experience.
- A proven track record of managing and developing HR teams and services in a complex and changing environment.
- Excellent knowledge and understanding of HR best practice, legislation, and trends.
- Strong communication, interpersonal, and influencing skills, with the ability to build trust and rapport with a variety of stakeholders.
- A customer-focused and solution-oriented approach, with the ability to balance competing demands and priorities.
- A commitment to continuous improvement, innovation, and learning.
- A passion for the council's vision, values, and goals.
