This position is available as a fixed term contract or secondment opportunity for a duration of up to 12 months.

This is a part-time role with a pro rata annual salary ranging from £21,660.00 to £29,173.00 per annum.

The Private Fostering Team provides a comprehensive service across the county and operates from County Hall Chelmsford.

Understanding Private Fostering

Private fostering occurs when a child or young person lives with an adult who is not a close relative for a period exceeding 28 days. This arrangement is made privately between a parent and a designated adult (private foster carer).

Upon notification of a private fostering arrangement, the assigned worker will conduct a visit to assess the situation, perform safeguarding checks, and complete an evaluation to ensure the child's safety and the adequacy of care provided by the private foster carers. The Private Fostering Team will continue to visit regularly, offering ongoing support and guidance.

Key Responsibilities

  • Conducting visits and assessments within stipulated timelines.
  • Providing support and guidance to private foster carers through regular home visits and telephone communication, including at least one unannounced visit annually.
  • Engaging directly with children and young people.
  • Monitoring and reviewing the care provided by private foster carers to ensure a safe, healthy, and nurturing environment in compliance with Private Fostering National Minimum Standards.
  • Maintaining regular communication with parents to keep them informed.
  • Adhering to national minimum standards for Private Fostering and relevant legislation.

Accountabilities

  • Collaborating with professionals to ensure that the needs of children and young people are met.
  • Participating in Child in Need or Child Protection meetings as necessary.
  • Engaging in public and professional awareness initiatives regarding Private Fostering.
  • Attending monthly team meetings and other developmental activities.
  • Participating in monthly supervision sessions with the team manager.
  • Completing private fostering assessments and necessary documentation within required timelines.
  • Ensuring that written reports are of high quality and submitted punctually.
  • Complying with all Essex County Council policies and procedures.
  • Observing Health and Safety regulations at all times.
  • Performing any other reasonable tasks associated with the role of Private Fostering Case Manager.

Qualifications and Experience Required

  • Diploma in Social Work, CQSW, CSS, or equivalent qualification.
  • Registered Social Worker with Social Work England.
  • Evidence of ongoing professional development.
  • Proficient IT and word processing skills.
  • Demonstrated recent experience at an experienced social worker level, with a solid understanding of Children Services.
  • Preferably experienced in Child Protection work, including section 47 investigations and assessments.
  • Experience in planning activities and programs for children, young people, and parents.
  • Familiarity with court processes related to Child Care matters.
  • In-depth knowledge of current legislation relevant to Child Protection.
  • Understanding of child development theories and their practical applications.

Mobility Requirements

The role necessitates mobility across a wider operational area, including travel throughout the county and beyond, as well as the ability to transport service users and their belongings in emergencies. A valid driving license and access to a vehicle, or the ability to meet mobility requirements through alternative means, are essential.
