Position Overview

The Senior Manager of Strategy and Performance plays a pivotal role in advancing our mission to safeguard and enhance the environment, ensuring accountability from governmental and public entities.

This position offers a remarkable opportunity to spearhead essential initiatives that are integral to the Office for Environmental Protection's (OEP) operational success and effectiveness. You will collaborate closely with our Board and Executive Committee on critical organizational matters.

We seek an individual capable of contextual analysis and insightful interpretation of data to illuminate strategic and performance-related issues. The ideal candidate will excel in cultivating trusted relationships across all organizational levels, effectively communicating with senior decision-makers, and constructively challenging leadership based on informed insights and evidence.

This is a senior role within our Business Strategy and Planning team, which is vital to the OEP's overall function. Our compact team is dedicated to ensuring that the OEP operates with purpose and efficiency, with clearly defined, understood, and strategically aligned objectives. The team is responsible for planning, strategy, governance, project and programme management, risk management, and providing executive support to the organization.

The OEP was established under the Environment Act 2021, tasked with holding the Government and public bodies accountable. Our responsibilities include monitoring progress towards environmental targets, advising on legislative changes, and addressing public complaints that may lead to enforcement actions.

With a workforce of just over 70, we are a dynamic, welcoming, and adaptable organization operating across England, Northern Ireland, and areas reserved for the UK government. Key Responsibilities

The Senior Manager of Strategy and Performance is a key position with significant influence on the organization's achievements. You will:

  • Lead efforts to assess the implementation of our strategic initiatives and evaluate outcomes, facilitating necessary actions.
  • Act as a critical internal advisor to the Executive Committee and Board, ensuring alignment with our mission and strategic objectives.
  • Enhance our strategic management information systems, ensuring the Executive Committee and Board receive timely, accurate, and relevant insights.
  • Provide clear interpretations of strategic data, along with actionable recommendations.

Your responsibilities will also include:

  • Developing and executing our programme management strategy, including change controls and performance monitoring.
  • Prioritizing our work programme to maximize resource efficiency and value.
  • Implementing a robust risk management framework, supporting the Executive Committee and Board in managing strategic risks.
  • Designing and conducting evaluation projects to measure our impact and assisting in interpreting findings.
  • Establishing performance metrics and reporting outcomes to stakeholders, including the Government and the public.

You will play a crucial role in our organizational business and resource planning, ensuring our initiatives are coherent, well-structured, and achievable. This includes:

  • Collaborating with the Executive Committee and Board to formulate our organizational business plan.
  • Assisting in resource allocation within governmental planning frameworks.
  • Developing the OEP's corporate plan for public dissemination.

As a leader of our project management team, you will ensure effective project management practices are integrated throughout the OEP's operations, delivering planned activities on time and within budget.

You will also support the Head of Business Strategy and Planning in the development and execution of the OEP's corporate strategy, which includes:

  • Assisting in the formulation, implementation, and review of the OEP's strategic direction.
  • Leading specific projects to evaluate and propose solutions for key strategic challenges.
  • Serving as a role model for the OEP's strategy, ensuring clarity and understanding among colleagues and stakeholders.

The Business Strategy and Planning team's work is both challenging and rewarding, essential for the OEP's success in environmental protection and enhancement. The role requires agility and flexibility to adapt to changing organizational priorities and to act as a deputy for the Head of Business Strategy and Planning as needed.

Qualifications and Skills

  • Exceptional communication skills, with the ability to craft compelling narratives for senior audiences and present confidently to leadership.
  • Strong critical and strategic thinking abilities: capable of analyzing and interpreting information, providing concise insights and recommendations.
  • Proven ability to build trusted relationships with a diverse range of stakeholders, including senior leaders.
  • Solid organizational and political acumen, linking strategic objectives to daily operations.
  • Proficient in project and programme management methodologies.
  • Experience in leading and managing a small team effectively.
  • Demonstrated success in overseeing cross-functional initiatives in areas such as organizational strategy, corporate planning, and performance management.
