Job Description

Role Overview

The Office for Environmental Protection is seeking a highly skilled and experienced Strategic Performance Manager to join our Business Strategy and Planning team. As a key member of our team, you will play a critical role in driving our organization's success by leading our work to understand how we implement our strategy and plans, and what we're achieving.

Key Responsibilities

  • Lead the development and implementation of our programme management approach, change controls, delivery monitoring, and reporting.
  • Develop and deliver our active prioritization of our work programme to ensure maximum value for money from the resources available to us.
  • Lead the development of our risk framework, supporting the Executive Committee, Audit and Risk Assurance Committee, and Board in the management of strategic risks and assuring good management of risk throughout the organization.
  • Design and deliver specific evaluation projects and support the Executive Committee and Board in interpreting the findings.
  • Develop and maintain our performance framework and indicators.
  • Report our performance to stakeholders, including Government and the public, through our annual report and other publications.

Organizational Business and Resource Planning

  • Work with the Executive Committee, Board, and others to develop our organizational business plan.
  • Support our allocation of resources within Government planning processes, including spending reviews and annual business planning cycles.
  • Develop the OEP's corporate plan for publication.

Project Management

  • Lead our small project management team, ensuring good project management is embedded across all of the OEP's work.
  • Deliver our planned activities to time, budget, and scope, with the outcomes we intend.

Corporate Strategy

  • Support the Head of Business Strategy and Planning in developing and implementing the OEP's corporate strategy.
  • Lead specific projects to assess and recommend solutions to key issues relating to our strategy and plans.
  • Be a role model and advocate for the OEP strategy, ensuring it is understood and clear to colleagues internally and key stakeholders externally.

Requirements

  • Excellent communication skills, with the ability to write compelling narrative for senior audiences and present authoritatively to senior leaders.
  • Ability to think critically and strategically, analyzing and interpreting information, providing succinct insight and recommendations, and finding the 'so what' for the organization.
  • Ability to develop trusted relationships with a wide range of stakeholders, including at senior levels.
  • Excellent organizational and political awareness, connecting that to the day-to-day work of the organization and team.
  • Confident in project and programme management disciplines.
  • Experience in leading and managing a small team.
  • Proven ability to successfully lead cross-cutting or multi-disciplinary activity across an organization, or organizations, in one or more of the following areas: organizational strategy, business and corporate planning, organizational performance management, programme and project management, working within or alongside a senior leadership team, organizational Board, Minister, or equivalent role.
