Technical Procurement Lead

The Technical Procurement Lead is tasked with overseeing and coordinating the efforts of all designated personnel to achieve the objectives of the Technical Procurement division, specifically within the Marine & Dry-Dock sectors. This role is accountable for the formulation, execution, and adherence to Technical Procurement Standard Operating Procedures for the designated brands. The primary responsibility is to ensure seamless vessel operations through the timely delivery of technical goods and services.
Key Responsibilities:
Strategically plans, organizes, and supervises activities related to specific procurement categories. Directs and manages all team members within the assigned area, establishing and monitoring Key Performance Indicators (KPIs) and providing constructive feedback and development plans for underperforming employees. Oversees staffing processes including hiring and terminations to maintain a competent workforce. Develops guidelines for purchasing systems and operational procedures. Designs, implements, and oversees procurement reporting systems to align with brand requirements. Ensures comprehensive cost identification and maximizes savings throughout the procurement process. Engages in negotiations for complex equipment, supplies, and service requests from vendors and subcontractors, including research on obsolete equipment. Acts as the primary liaison for internal stakeholders associated with the assigned brands, both onshore and onboard. Responsible for achieving monthly and quarterly financial targets for Marine Operational Groups from a procurement standpoint. Provides managerial support, training, and mentorship to both direct and outsourced team members. Addresses vendor and contractor issues, identifying root causes and implementing corrective and preventive measures. Manages disputed invoices and service requisitions to ensure prompt resolution. Performs additional duties as assigned. This job description does not encompass all tasks that may be required of the employee in this role; employees may be asked to undertake other job-related responsibilities as directed by their supervisor or management.Financial Accountability:
Authorized to approve purchase orders up to $50,000. Oversees an annual expenditure of approximately $50 million on non-contracted items, ensuring compliance and processing based on total cost of ownership. Manages the resolution of high-value invoices to accurately reflect corporate performance.Required Qualifications:
A minimum of a Bachelor's degree in Business Administration or a related Technical Field from an accredited institution.
Skills and Expertise:
Proven managerial experience within a cruise line or maritime context, particularly in purchasing and supply chain functions. Proficient in managing the financial aspects of procurement activities, with a focus on identifying cost-saving opportunities. Capable of managing workforce levels within the department. Knowledgeable in customer service principles, including needs assessment, quality standards, and customer satisfaction metrics. Familiar with Human Resources policies and practices. Skilled in motivating, developing, and managing team members to foster a positive and productive work environment. Competent in utilizing disciplinary processes through coaching and counseling to enhance performance or terminate employment when necessary. Proficient in reading and writing English to interpret written procedures and effectively communicate with management, colleagues, shipboard personnel, and vendors. Capable of presenting initiatives and engaging in discussions at both Company Officer and President levels.-
