Technical Procurement Lead

The Technical Procurement Lead is tasked with overseeing and coordinating the efforts of all designated personnel to achieve the objectives of the Technical Procurement division, particularly in the Marine & Dry-Dock sectors. This role is accountable for the formulation, implementation, and adherence to Technical Procurement Standard Operating Procedures across the assigned brands. The primary goal is to ensure uninterrupted vessel operations through the timely delivery of technical goods and services.
Key Responsibilities:
Strategically plans, organizes, and manages activities within specific procurement categories. Directs and supervises all team members in the designated area, establishing and monitoring Key Performance Indicators while providing constructive feedback and development plans for underperforming employees. Oversees staffing requests and terminations to maintain a skilled workforce. Develops guidelines regarding purchasing systems and operational procedures. Designs, implements, and oversees procurement reporting systems to align with brand requirements. Ensures comprehensive cost identification and maximizes savings throughout the procurement process. Engages in negotiations for complex equipment, supplies, and service requests from vendors and subcontractors, including research on obsolete equipment. Acts as the primary liaison for Internal Customers across assigned brands, both onshore and onboard. Responsible for meeting monthly and quarterly financial targets for Marine Operational Groups from a procurement standpoint. Provides management support, training, and mentorship to both direct and outsourced team members. Addresses vendor and contractor grievances, identifying root causes and implementing corrective actions. Manages disputed invoices and service requisitions to ensure prompt resolution. Performs additional duties as assigned. This job description does not encompass all responsibilities that may be assigned to the employee in this role.Financial Oversight:
Authorized to approve purchase orders up to $50,000. Oversees an annual expenditure of approximately $50 million on non-contracted items, ensuring compliance and processing based on total cost of ownership. Manages the resolution of high-value invoices to accurately reflect corporate performance.Required Qualifications:
A minimum of a Bachelor's degree in Business Administration or a related Technical Field from an accredited institution.
Skills and Expertise:
Experience in managerial roles within a cruise line or maritime environment, specifically related to procurement and supply chain operations. Proficient in managing financial aspects of procurement functions, with a focus on identifying cost-saving opportunities. Knowledgeable in customer service principles and practices, including needs assessment and quality service standards. Familiarity with Human Resources policies and practices. Capable of leading and motivating staff effectively, fostering a productive work environment. Competent in administering disciplinary actions through coaching and counseling to enhance performance or manage terminations. Proficient in English, with the ability to interpret written procedures and communicate effectively with management, colleagues, shipboard personnel, and vendors. Skilled in presenting initiatives and engaging in discussions at both Company Officer and President levels.-
