Position Overview

Core Responsibilities

The primary aim of this role is to deliver senior-level transformation and project management expertise within the NHS Lancashire and South Cumbria Integrated Care Board. The incumbent will be tasked with the design, oversight, and execution of critical Primary Care & Early Diagnosis initiatives to aid in achieving the Cancer Alliance's goals and priorities as outlined in NHS England's Planning Guidance. Collaboration across the health sector at a multi-organizational level will be essential.

The Lead Transformation Project Manager is a senior leadership position responsible for steering transformation initiatives within the region.

This role necessitates comprehensive knowledge and experience in engaging with general practice and primary care networks. Exceptional project management capabilities and a proven track record of collaborating with both clinical and non-clinical teams across primary, secondary, and tertiary care settings to implement transformation initiatives are crucial for success in this position.

Job Duties

The successful candidate will support a project team and oversee the allocation of human resources and other project-related assets. They will manage specific budgetary aspects related to their areas of responsibility. The role requires a high degree of autonomy and the ability to exercise advanced decision-making capabilities.

Key areas of focus will include:

  • Oversight and coordination of the Cancer Alliance Primary Care & Early Diagnosis program
  • Project management and daily operations of one or more large-scale transformation initiatives.
  • Establishing and planning project(s), including project steering committees, assurance functions, and project teams, along with documentation in accordance with Prince 2 methodologies
  • Identifying and mitigating risks associated with each project.
  • Staying informed about local, regional, and national projects that are currently active or forthcoming.
  • Providing expert project management guidance and support to other personnel and teams within the Cancer Alliance and partner organizations.

Experience Requirements

Essential

  • Extensive knowledge and experience in collaborating with general practice and primary care networks
  • Proficiency across various relevant domains, including finance, personnel management, and program management
  • Broad experience in leading significant change initiatives to successful completion, focusing on quality, cost, and timelines.

Desirable

  • Familiarity with the latest national cancer policy landscape and the potential improvements in patient care it offers.
  • Recent demonstrable experience in a performance enhancement role within health, social care, or a related sector.

Educational Qualifications

Essential

  • Strong overall educational background
  • Degree/Post Graduate level qualification or substantial equivalent management experience
  • Evidence of ongoing professional development

Desirable

  • Project management certification or equivalent experience in program delivery/PMO-type roles
  • Formal leadership qualification
