Job Overview

An exceptional opportunity has arisen within the Medical Care Clinical Business Unit (CBU) for a dynamic and results-oriented Clinical Services Manager. You will be an integral part of the CBU leadership team, managing your own portfolio in a high-energy environment, contributing to operational oversight and strategic guidance for Critical Care, Respiratory, and Palliative Care Services.

Depending on your qualifications and experience, this role may be suitable for an apprenticeship. As an Apprentice at Warrington and Halton Teaching Hospitals NHS Foundation Trust, the successful candidate will undertake a Senior Leaders PGDip qualification, gaining the skills and knowledge outlined below. The postholder will be allocated dedicated time to achieve this qualification and will be expected to participate in study sessions with a local training provider.

We are committed to staff development and offer the option to join the team under Annexe 21 arrangements, providing support through a development plan to acquire the necessary skills, knowledge, and experience to advance in this role.

Key Responsibilities

The Medical Care Business Unit (CBU) encompasses various specialties, including Critical Care, Respiratory, Cardiology, Diabetes and Endocrinology, Rheumatology, Palliative Care, Dermatology, and Neurology Services. We collaborate to implement the Quality, People, and Sustainability framework, placing patients at the center of our efforts. Our team embodies a proactive attitude and fosters a culture of learning from experiences.

In this role, you will collaborate with the Clinical Lead and Matron within the specialties, spearheading the execution of patient-centered clinical operational strategies and plans while engaging with both internal and external stakeholders. Ensuring the delivery of high-quality, safe services in accordance with performance metrics is crucial, as you will oversee daily operational performance, including key performance indicators, financial management, and governance frameworks.

Reporting to the CBU Manager, you will be expected to operate at a senior level, proactively leading and motivating teams. Additionally, you will be required to act as a deputy for the Clinical Business Manager.

Candidates must be prepared to participate in the Trust's senior manager on-call (SMOC) system as necessary.

Essential Experience

  • Recent experience at a senior level, responsible for operational delivery, including clinical quality, personnel management, budget oversight, and successful achievement of performance targets within strict financial constraints.

Skills, Knowledge, and Competencies

  • Comprehensive understanding of Critical Care services and the key challenges and dynamics facing the service both nationally and locally.
  • A coaching and values-driven leadership style that fosters engagement and empowerment among staff and stakeholders, promoting the development of high-performing teams.
  • Exceptional communication skills, encompassing mediation, negotiation, consultation, facilitation, presentation, training, and coaching abilities, utilizing well-developed interpersonal skills to influence, inform, reconcile differences, and resolve conflicts.
  • Ability to coordinate and lead Care Group activities to meet demanding performance targets within tight financial controls.
  • Collaborating with the CBU Manager to develop a creative vision and clinical strategy for services that reflect the health needs of the local population, identifying opportunities for business development, and representing patient and service delivery needs in robust annual business, workforce, and financial plans.

Desirable

  • Knowledge and understanding of computerized financial, management, budgetary management, and workforce information systems.
  • Familiarity with governance arrangements and standards within the NHS and the broader health and social care landscape.
  • Ability to research detailed information and apply audit skills to influence practice and develop business cases/plans.
  • Proficiency in analyzing detailed data and information, preparing responses to issues, weighing risks, and forming judgments often within tight deadlines.

Specific Role Requirements

Essential

  • Representing the Trust at a senior level within the NHS and community, collaborating closely with partner organizations to establish integrated working in the best interests of patient care.
  • Partnering with Trade Unions and professional bodies to ensure smooth service operations, acknowledging the role and contributions of staff side representatives on day-to-day issues impacting the workforce, including initiating early discussions with staff side on all organizational changes/projects affecting staff.
  • Demonstrating facilitation skills when engaging with internal and external stakeholders to enhance the quality of patient care and services, encouraging and building on contributions from patients, CCGs, GPs, and other key stakeholders.
  • Achieving clear agreement and commitment from others through persuasion, negotiation, and effective use of political processes to influence and advocate for ideas on behalf of oneself or others, making a strong personal impact on others while managing their impressions effectively.
