Key Responsibilities

The Chief People Officer (CPO) will spearhead the formulation and execution of a comprehensive people strategy for NHS GM, ensuring alignment with the objectives of all partner organizations within the Integrated Care System (ICS).

As a vital member of the unitary board, the CPO will share responsibility for resource planning and allocation aimed at achieving the four primary goals of integrated care systems (ICSs):

  • Enhancing health outcomes and healthcare delivery;
  • Addressing disparities in outcomes, experiences, and access;
  • Improving efficiency and ensuring value for money;
  • Supporting broader social and economic development initiatives.

The CPO will report directly to the Chief Executive of the ICS and will be professionally accountable to the Regional Director of Workforce and Organizational Development.

Job Duties

The CPO will collaborate with the CEO, board members, and community partners to develop and implement a five-year plan for GM Integrated Care. This includes:

  • Interpreting and executing the NHS Long Term Plan and NICE quality standards;
  • Implementing national strategic priorities and system-wide initiatives;
  • Focusing on the People Plan and People Promise;
  • Addressing actions outlined in national guidance for ICS people functions;
  • Establishing ICS-specific workforce plans in partnership with NHS England and NHS Improvement.

These initiatives aim to facilitate elective recovery, reduce health disparities, and fulfill the objectives of the NHS Long Term Plan.

Ensuring High-Quality Outcomes
  • The CPO will oversee performance management related to workforce issues across NHS service providers within the ICS.
  • Identifying performance risks and collaborating with relevant partners to devise effective solutions.
  • Addressing underperformance in collaboration with NHS GM's Executive Team.
  • Leading recruitment efforts within the ICS and playing a direct role in senior personnel appointments.
  • Contributing to the people-related aspects of emergency preparedness and response.
Qualifications and Experience

Skills:

  • Outstanding communication abilities that foster community trust and collaboration.
  • Strong analytical and strategic problem-solving skills.
  • Advanced leadership and influencing capabilities, promoting a culture of compassion.

Qualifications:

  • Full membership of the Chartered Institute of Personnel and Development (CIPD) or equivalent qualifications in management and leadership.

Experience:

  • Proven executive experience in health, care, or related sectors is essential.
  • Significant experience at the board level within complex regulatory environments.
  • Track record of leading large-scale digital and workforce transformations.
  • Experience in managing complex change initiatives effectively.
  • Proven success in addressing discrimination and inequalities.
  • Experience in engaging with media and political stakeholders is highly desirable.
