Overview

The Navy Command Headquarters (NCHQ) serves as the central hub for the Naval Service, facilitating operations worldwide and providing essential resources including ships, personnel, aircraft, and equipment to uphold the UK's defense strategy.

Within Navy Command, our civilian workforce collaborates closely with military personnel in roles that are impactful and significant, often directly influencing the operational capabilities we provide. The Submarine Directorate is tasked with overseeing all submarine capabilities and availability, including the management of the Submarine Flotilla and Clyde Naval Base.

The Clyde Infrastructure Programme aims to create a comprehensive submarine operating base at Clyde, ensuring a Submarine Force that is secure, sustainable, and prepared for operations through 2067.

This initiative represents a £2 billion investment in new facilities and refurbishments designed to support current and future operations at His Majesty's Naval Base Clyde over the next 15 years. Role Responsibilities

The Finance Business Partner (FBP) plays a pivotal role in:

  • Participating as a key member of the Senior Leadership Team, influencing strategic direction and enabling the organization to achieve its objectives.
  • Fostering and maintaining a strong partnership between Finance and the Business.
  • Assessing financial and economic implications to safeguard and enhance value, ensuring Navy Command meets its strategic goals.
  • Managing relationships and communicating with stakeholders to build confidence and awareness of interdependencies, ensuring timely achievement of objectives.
  • Collaborating with finance teams to provide accurate management information, analysis, and insights for informed decision-making and sound financial management.

This role requires a diverse skill set, combining interpersonal, professional, and technical expertise. By leveraging these skills along with a contextual understanding of the business's strategic aims, the FBP will deliver strategic financial guidance and improve decision-making quality.

The postholder will also assist the G6 FBP lead in:

  • Encouraging a culture of openness to new ideas and learning from best practices across organizational boundaries.
  • Leading and managing a team, providing direction, motivation, and coaching to facilitate effective delivery of objectives and support individual career development.

Key Skills and Experience

To excel in this position, candidates should possess:

  • Demonstrable experience in a similar capacity, including financial accounting, management, and reporting.
  • A proven ability to deliver high-quality outputs under tight deadlines.
  • Strong resilience and the capability to remain composed under pressure while thinking strategically and developing innovative solutions.
  • Flexibility in managing tasks according to priority and the ability to cultivate strong working relationships with stakeholders.
  • Excellent written and verbal communication skills for presenting financial information to non-financial audiences.

  • Conducting horizon scanning to identify potential issues and collaborating with the business to find solutions.

  • Enhancing efficiency and service quality by identifying opportunities for improvement through engagement with the Business.
  • Providing coaching to address gaps in financial knowledge within the business.
  • Managing input and support for change initiatives impacting service delivery.

Qualifications

Essential:

  • Qualified Level 4 AAT or equivalent CCAB/CIMA qualification or progress towards it.
  • Experience in preparing financial accounts and delivering financial services in complex environments.
  • Proven experience in management accounting and leading a small team.
  • Evidence of ongoing professional development.

Desirable:

  • Fully qualified with CCAB, CIMA, or equivalent.
