About the job:
Desk based work style - which requires attendance in office of a minimum of one day per week. Flexibility is required as we area a Place based organisation and this role would require in person attendance at meetings and negotiations.

We do need someone to act as the specialist for HR colleagues and the organisation for; pay allowances, grading advice, job evaluation (GLPC and Hay), reward, renumeration and staff benefits. Someone who can work with and analyse data, build and maintain relationships with suppliers and Union colleagues. Understanding of legislation and best practice for fair and equitable pay and reward schemes.

Key responsibilities
1. Providing expertise and advice on pay, reward, and benefits practices.

2. Leading the design and implementation of pay and grading structures and benefits strategies.

3. Managing job evaluation, labor market intelligence, and recruitment and retention strategies.

4. Developing and implementing pay, performance management, and benefits policies aligned with the council's objectives.

5. Acting as the expert on remuneration and providing advice on pay, reward, and benefits practices.

6. Leading pay negotiations with trade unions and ensuring compliance with legislation and frameworks.

7. Understanding the market and maintaining competitive benefits packages.

8. Collaborating with payroll and pensions colleagues to ensure benefits are accessible.

9. Developing recruitment and retention strategies for hard-to-fill roles.

10. Reviewing and updating the reward and benefits offer to align with organizational objectives.

11. Building an organization that attracts and retains talent and supports the council's vision.

12. Implementing a flexible total reward strategy that aligns with organizational values and performance.

13. Managing job evaluation processes for consistency and fairness.

14. Developing financial and non-financial recognition schemes and frameworks to support high performance.

Summary:
1. Leadership: Drive positive cultural change, promote council values, and empower staff for their growth. Ensure an effective performance and development framework for all employees. Lead and implement corporate initiatives and transformation programs.

2. Resources and Financial Management: Ensure effective financial management, cost controls, and income maximization despite changing environments and priorities. Efficiently manage resources for optimal results and value for money in all activities.

3. Compliance: Ensure legal, regulatory, and policy compliance, including GDPR and Health and Safety. Identify opportunities and risks in the area of expertise and escalate issues when necessary.

Substantial experience of leading on pay and reward matters within a complex, unionised organisation, (including strategy development, negotiations and implementation).

Experience of leading on the delivery of advice, guidance, both within the HR service and to others within the Council on remuneration, overall reward management; employee benefits and strategic management of the Council’s job evaluation scheme.

Monitoring, analysis and interpreting HR management information to inform pay and reward strategies.

Assessment or provision of benefit packages.

Strong interpersonal and negotiating skills with the ability to build credibility and maintain effective working relationships both internally within HR and the wider council, with trade unions and externally with other employers, government departments and professional associations.
