DBS has recently undertaken a review of its operational locations in the North West, and have consolidated all activities in Norcross, Blackpool. A further move, to the new Government Hub at Talbot Gateway in Blackpool, is scheduled to take place in 2026.
**Job description**:
This post is an exciting opportunity to drive forward change and transformation within operational delivery teams for Finance, Procurement and Civilian People Service across the Ministry of Defence. You will lead a team of Business Change Managers to work with Technical Developers, Operational and Functional Policy Leads and Modernisation Teams across MOD to improve and transform the systems and business processes, primarily for our use of finance and commercial systems. You will also be planning and delivering on increasing our programme of activity for robotics and digitisation implementation across the whole of the Finance, Procurement and HR services delivered within DBS.
You will: Provide visible and effective leadership on all change activity for the finance and commercial transactional activity provided by DBS to ensure that the internal business teams are prepared for the introduction of any changes.
Develop a clear vision and plan to improve services and implement new opportunities in digitisation and automation with the employee experience as a key focus.
Use project management methodology to track and assure that business change is effectively delivered.
Work with colleagues from the operational teams to bring working practices closer together, removing duplication of activities and adopting best practice in the delivery and implementation of change.
Be the key interface with finance and commercial policy and operations leads on business change activities required on their journey to implementing cloud technology.
Ensure resource levels and financial expenditure are maintained within delegated limits.
**Person specification**:
You should have a strong track record of managing large teams, championing continuous improvement and excellent stakeholder engagement. A knowledge of Oracle systems would be desirable.
