A new and exciting opportunity has arisen to join a Cancer Programme team overseeing and delivering a high profile, whole system programme and strategy of transforming cancer services for the whole county.

Using their clinical expertise, the Senior Quality Lead for Cancer Transformation will work with ICB transformation, planning, performance and partnerships teams to monitor safety, quality and patient experience within each area relating to their portfolio linking to the ICB’s quality assurance processes and strategy as well as the broader programme of transformation.

The principle of the role is for a qualified, experienced clinician to provide a specialist clinical perspective to identify and advise the ICB of any areas where there is limited evidence of assurance or gaps in assurance, identifying any missed opportunities for learning and recommendations for ICB learning to strengthen our governance and quality monitoring processes and identify improvements/examples of good practice to support developments to the ICB’s Quality Assurance processes. This will be delivered in the context of the broader system-wide quality surveillance model, which will aim to drive continuous improvement. The role will involve clinical practice audits/assurance work.

The post-holder will drive forward the pro-active approach within the ICB in assuring and evidencing the continuous improvement in the quality and safety of local cancer services. The role supports the business in driving improvements in quality through transformation as well as value for money in planning, commissioning and service re-design. The post-holder will support the achievement of strategic goals in establishing a patient safety culture across our system.

The post holder will work as part of a dynamic Cancer Programme team to deliver safe, patient focussed and effective commissioning in accordance with national guidance and good practice and national and local commissioning strategies.

This is a 12-month fixed-term post or a secondment opportunity for existing NHS employees.

NHS Shropshire Telford and Wrekin is responsible for planning and buying a wide range of health and care services for the whole of Shropshire, Telford and Wrekin. These include GP and primary care services, hospital care, community healthcare and mental health services. We also have a duty to monitor these services to ensure they provide a high level of care and are value for money.

We are part of Shropshire Telford and Wrekin Integrated Care System. This means we work closely with our partner organisations across the county, such as the two local authorities, the 51 GP practices, the hospitals, and the voluntary and community sector, to plan and deliver joined up health and care services.

Working closely together, in a more joined-up way, means we can have closer links to our patients so we can develop more personalised local services which will improve the lives of our residents and reduce inequalities.

NHS Shropshire, Telford and Wrekin currently have an agile working policy, with a combination of working from home and occasional office-based work or meetings. Key Responsibilities
- Provide a specialist clinical perspective in relation to the development and implementation of clinical governance and oversight frameworks in place in the ICB for providers.
- Work in a supportive manner with provider trusts to gather assurance in relation to the safety, quality and patient experience in local Cancer services.
- Have in-depth knowledge of the most up to date national guidelines, policies and strategies in relation to their portfolio.
- Develop effective ways of working and create strong partnerships and relationships with all stakeholders to support the ICB monitoring and assurance processes.
- Contribute to the development and implementation of an enhanced quality surveillance and assurance framework and associated monitoring process, including leading clinical audit activity
- Contribute to broader transformation, commissioning, contracting and performance monitoring activities across the ICB.
- Be the immediate point of contact for the portfolio areas reporting on progress, risks and mitigation.
- Develop effective working relationships between all ICB operational teams to ensure that the implications of commissioning decisions are appropriately reflected in contracts and agreements.
- Contribute to the Interpretation and implementation of complex national guidance and development of associated policies and guidelines as necessary.
- Contribute to the development of service specifications and contribute to the development and redesign of care pathways to ensure services commissioned provide quality and value for money.
