**Job summary**:
At the United Kingdom Health Security Agency (UKHSA) our mission is to provide health security for the nation by protecting from infectious disease and external hazards. We are a trusted source of advice to government and to the public, focusing on reducing inequalities in the way different communities experience and are impacted by infectious disease, environmental hazards, and other threats to health.

Our mission is challenging, innovative and in the spotlight. We will work to ensure our people have the diverse skills, experiences and backgrounds we need to thrive, that our employees are representative of the communities we serve and feel valued and enabled to play their part in delivering our work.

Creating our working culture is an ongoing process which we are developing by listening and learning together, hearing and acting upon diverse voices and opinions to develop a common sense of identity and effective ways of working.

**Job description**:
UKHSA Radiation, Chemical and Environmental Hazards (RCE) is part of the UKHSA Science Group. RCE provides advice, research and services to protect the public from hazards resulting from exposure to chemicals and poisons, ionising and non-ionising radiation, and other environmental hazards.

The Environmental Public Health Service in Wales (EPHS) is jointly delivered by Public Health Wales’ Environmental Public Health team and the UK Health Security Agency, Radiation, Chemicals and Environment Hazards team in Wales (RCE Wales). This is a long-standing arrangement dating back to the late 2009. The principal functions of the service are set out in a joint 5-year strategic plan and in a formal memorandum of understanding (MoU) between UKHSA (then PHE), Welsh Government and PHW, which also covers other services supplied to Wales including access to radiation advice, out of hours chemical support and National Poisons Information Service.

EPHS is an evidence led and expert delivered-service with the primary aim of assessing, managing and communicating
- risks to the public from exposure to environmental hazards in the context of wider social determinants of health and emerging environmental threats. Through its “duty desk” arrangement which can be accessed by all stakeholders including the public, it ensures Wales can mount a resilient and robust emergency preparedness and health protection response to chemical and environmental incidents and enquiries. This is complemented by a proactive national work programme covering broader environmental public health activities such as policy and legislation development (e.g. air quality, transport and planning), regulatory support, research, surveillance and capacity building through teaching and training. The team also advises Welsh Government on a range of significant, and very high profile, policy decisions, including the introduction of the Clean Air Bill in Wales.

The post holder will contribute to the response to chemical & environmental hazard incidents and enquiries which threaten people's health, through the provision of public health risk assessments. Such threats might involve chemical fires, chemical contamination of the environment, or the deliberate release of chemicals and poisons. The postholder will contribute to the development of evidence and provision of expert environmental public health advice to government, multi-agency stakeholders and members of the public.

**Location**:
UKHSA offers hybrid working for its employees - this means that whilst the role will be based in one of our UKHSA offices, there will be opportunities for an element of working from home. The balance between home and workplace working is to be agreed with the line manager, determined primarily by business need and in line with departmental policy. Some business travel will be required to other UKHSA offices. Business travel between base location and any other UKHSA offices will be covered under the UKHSA Travel and Expenses policy. Please be aware that this role can only be worked in the UK and not overseas. Relocation expenses are not available.

**Person specification**:

- Liaise and collaborate with other UKHSA Groups and Directorates; relevant regulators and others to promote an effective environmental public health response service by providing advice on the protection of the public following acute and chronic chemical incidents.
- Provide information to the public and stakeholders on environmental public health issues as appropriate.
- Plan and carry out, with support, complex scientific studies of high quality to formulate robust evidence-based advice fo
