**How you'll make a difference**:

As a Procurement Officer, you will provide a specialist procurement service on high value contracts over £75k - multi-million, whilst ensuring the council is getting best value from suppliers. You will oversee spending analysis, by looking for opportunities to lever better value from spending, whilst also ensuring compliance.

The delivery of contracts is key to the success of the Department, delivering both the Highways Capital Programme and major transport projects, across the South Gloucestershire Council and the West of England partnership.

**What will you be doing?**
- You will meet with client managers, to establish their requirements, what do they want to purchase and why, setting out a procurement plan and contractual terms.
- It will be your responsibility to act as the main point of contact for clients, overseeing the end to end procurement lifecycle, providing support where required. You will predominantly work with internal managers, but you will also work with potential suppliers.
- Regularly, you will undertake council wide spending analysis, looking at opportunities for levering better value from spending and produce reports for senior managers.
- It is important to maintain registers of all contracts and any social value or contribution to climate emergency.

**What we need from you**:

- We require you to have an in depth understanding of procurement regulations, in particular relation to the public sector.
- It is essential for you to have proven experience in procurement, ideally within a civil engineering environment.
- You must be able to produce complex procurement documentation.
- It is essential for you to be able to effectively collect, collate and disseminate complex data (including financial data) for a range of stakeholders.
- The ability to build strong working relationships with client managers is essential.
- It is desirable, but not essential, to have or be working towards a Foundation diploma Level 4 Chartered Institute of Purchasing and Supply.
