What do we offer?

The Planning, Development & Advisory Services Directorate provides expert advisory services to support decision making on a range of infrastructure projects across Wales and beyond. Made up of more than 50 staff members, our team brings together a range of specialisms from a variety of backgrounds including civil engineering, project management, transport planning, analytical modelling and active travel.

The team provides advice and wider support on transport related matters including early business case and feasibility studies through to on the ground support. Our planning takes into consideration how our work will add value to wider society, the economy and the environment. We work with a wide range of organisations to identify, evaluate and support opportunities to drive value, preserve biodiversity and promote sustainability.

Over the past three years we have provided strategic advice on three Metro networks which will be developed in Wales over the next decade: North Wales Metro, South Wales Metro and Swansea Bay and West Wales Metro. The Metro is expanding on the original rail franchise to develop integrated proposals for bus, active travel and interchange. Each of the Metro networks are at different stages of development and the work of our team continues to be key in influencing and defining the short, medium and long-term projects across Wales, which will help bring Metro to life.

Our portfolio extends beyond the Metro areas, with projects across Wales and the Borders aiming to help in delivering the priorities of Llwybr Newydd, the Wales Transport Strategy (2021). We’re currently advising and working closely with stakeholders on exciting transformative projects across Wales, such as overseeing extensive enhancements to Cardiff Central station and its surrounding area. The Cardiff Central project is representative of a number across Wales, bringing together a number of interfacing schemes and parties. The aim is to deliver an exemplar scheme which showcases best practice in sustainability, inclusion, equality and security. With innovative ambitious programmes like this, we can enable individuals to make active and public transport modes their first choice and support them in making more sustainable transport choices.

The Analytical Unit team uses a wide range of data and technologies to improve the quality and consistency of the evidence base underpinning transport decision-making and investment in Wales. We support projects with our travel demand data analysis, multi-modal transport modelling and GIS services. We use specialist transport modelling software such as Visum and Saturn to maintain, update and operate the multi-modal Wales Regional Transport Models.
