The Senior Finance Business Partner will provide partnered support to the Directorates, working closely with directors, budget owners and Project Managers to provide financial support to strategic planning, budgeting, forecasting, and will support change projects, business cases and be a trusted advisor.
- Responsible for the production of monthly management accounts, outturn forecast for the Fibre and Infrastructure areas through management of month end process and postings, review, reporting and controls to ensure spend is within the Welsh Government (WG) remit funding.
- Providing effective stewardship of funds, and financial and commercial advice and partner the leads within the Directorate to inform key decisions and provide ongoing insight into financial performance including development reporting and dashboards to meet the needs of the organisation.
- Support the development of business cases and provision of proposals to the WG, including Ministerial Advice notes and papers as well as the ongoing management of TfW’s remit against operational and strategic risks and opportunities.
- Lead on finance mobilisation activities for new business set up by liaising with relevant stakeholders to ensure independencies between Fibre, asset management and central finance activities have been considered. Support various operations within Transport for Wales by providing the finance structure to manage the new activities, enabling finance processes and general commercial review.

**Who we’re looking for**

Although not essential, experience in the telecommunications sector is desirable.
- Chartered Accountant - CCAB recognised accountancy qualification.
- Demonstrable post qualified experience within a complex, multi-stakeholder and partnership organisation.
- Demonstrable experience of developing and clearly articulating commercial plans and strategies to influence and deliver change.
- Proven ability to maintain stewardship of budgets.
- Experience in working in a commercial environment.
- Experience of financial modelling.

**Welsh Language Skills**
