**Statement of purpose**

The Chief Operations Officer will take strategic responsibility for Trust wide operations including but not limited to human resources, estates and facilities, ICT development, data protection and GDPR, marketing and contributing to delivering MAT growth.

**Strategic Management**
- Collective responsibility to support the aims and objectives of the Trust.
- Establish Trust policies and improvement plans through which they will be achieved.
- Oversee the quality of support staff teams, ensuring they provide a quality learning and teaching environment, and a quality administrative secretarial and financial service both to the leadership team and teaching staff of the across the Children First Learning Partnership.
- Provide business management support and advice to the CEO & CFO.
- Provide business management support to schools migrating into the Trust.

**Estates, Facilities & Health & Safety**
- Ensure compliance with all Health & Safety regulations and facilitate sharing of best practice across the Trust.
- Oversee Trust premises, including school housekeeping, repairs and maintenance, development of buildings via the effective use of the GEMs system.
- Oversee the letting out of CFLP facilities recognising the value of community use as a source revenue generation.
- Make recommendations to the executive leadership group and the trust board on the spending of repairs and capital budgets, according to an agreed development plan wherever possible, and once authorised, oversee the spending of these funds, consulting headteachers to ensure that both repairs and improvements are fit for educational purpose.
- Write and oversee tendering arrangements on behalf of the trust board, where they take delegated responsibility for contracts, liaise with the LEA where it has retained responsibility for contracts under best value arrangements.
- Maintain the Trust Asset Register.
- Ensure improved service, value for money, and fitness for purpose.
- Lead and manage CFLP site cleaning services.
- Liaise with contractors and school site staff.

**Human Resources**
- Develop a core Trust HR service.
- Work with our HR advisors as and when appropriate.
- Provide strategic leadership, direction and management in Human Resources, including, the administration of personnel matters for staff, recruitment, contracts of employment, conditions of service, insurance, legal and other advisors, discipline and grievance matters, and making recommendations to the CEO and Trust Board as appropriate.
- Lead on the development and operation of Human Resource Policies and Procedures and ensure compliance with all relevant employment law. Take a strategic lead in the wellbeing and engagement of our people across the Trust.
- Ensure systems are in place that provide accurate and secure intelligence on our people assets across the Trust. This intelligence should feed into our overall people strategy.
- Ensure quality assurance across the Trust in all aspects of Human Resources.
- Assist the CFO with the preparation of annual costed staffing plans for approval by the CEO and Trust Board.
- Ensure rapid and effective communication of policies to all staff, and they are complied with.
- Support the CEO in managing discussions and negotiations with Trade Unions.
- Establish the Children First Learning Partnership as an employer of choice through innovative approaches to recruitment and retention.
- Maintain the register of CFLP DBS checks and ensure all central staff, directors and members have an up-to-date DBS check and section 128 check in place.

**Marketing and communications**
- The COO supports and enables the Central Team/Trust Board as they decide on marketing, communications and branding.
- Ensure our social media and web presence supports our brand identity and profile development
- Management of trust website and the compliance of school websites
- To manage the input and content of information, images and news items onto the trust’s website, monitoring of use and updating content.
- Support trust wide communications to internal and external stakeholders.
- Act as trust liaison for all press enquiries.
- Actively work in partnership with local schools to build relationships and market the benefits of the Trust.

**ICT and Data Services**
- Oversee the implementation of an IT strategy including Cyber security ensuring that there is an IT infrastructure and IT services that support a growing network of schools that align with the educational and development plans of the Trust.
- Provide a strategic evaluation of the opportunities and risks of new and emerging technologies.
- Ensure quality assurance and disaster recovery procedures are robust.
- To ensure compliance with the requirements of the General Data Protection Register (GDPR).
- To advise staff, managers, and governors in relation to GDPR.
