Who are the DSA and what do they do?

The Defence Safety Authority (DSA) is responsible for the regulation of Defence Health, Safety and Environmental Protection, operating under a Charter from the Secretary of State for Defence (SofS). The DSA provides independent assurance direct to the SofS that the law is complied with and the policy on safety in Defence is being promoted and implemented whilst Defence activities are conducted. This regulation is achieved through proportional and appropriate evidence-based assessment of the activity that supports the Defence’s operational imperatives. The DSA hosts Defence safety regulators across all operating environments and incorporates the Defence Accident Investigation Branch (DAIB) and an HQ within a single independent organisation.

This position is advertised at 37 hours per week.

**Job description**:
This is a high-profile and rewarding role, reporting directly to the DSA Chief Operating Officer with regular engagement with the DSA Senior Leadership Team (SLT). The DSA HQ Governance Head is a pivotal role with a wide range of responsibilities including Finance, Assurance and Quality Management, Risk Management, Governance, Secretariat and Business Management.

You lead on governance compliance across the organisation, proactively challenging non-adherence. Your team will provide administrative support to maintain compliance of required standards across the DSA. Importantly, you will lead on ensuring an efficient flow of information across the organisation. Each day will bring new challenges. You will be responsible for the leadership of 6 multidisciplinary teams, supporting regulator and branch heads to deliver DSA outputs.

You will undertake a pivotal role in supporting the DSA COO and Senior Leadership Team to enable the DSA to function effectively whilst ensuring appropriate use of public money. This will be achieved through clear guidance, communication and finding sustainable solutions to short term challenges. You will be providing advice on a wide range of varied issues pertaining to financial governance. You will lead on financial analysis to drive in year and strategic financial decision making.

**Responsibilities**

The job holder is responsible for:
Leading a team of 17, with 5 direct reports- Creating an intelligent finance picture which includes ABC process, multi-year Financial Management and Planning and associated reporting. Leading on enhanced financial analysis to drive in year and strategic financial decision making.

Delivery of the DSA Performance, Assurance and Risk Committee (PARC), leading on end-to-end Risk Management and Key Performance Indicators.

Engaging with Head Office, leading on outputs required for upward and external reporting to DSA sponsors and for the Defence Risk and Assurance team.The development of enduring DSA quality and internal assurance policies, processes and plans to ensure compliance with Joint Services Publication (JSP) 940, culminating in the production of the DSA Corporate Annual Assurance Statement.Lead and clarify commercial role and responsibilities for DSA contracts and SLA’s. to support regulator and branch heads in delivering their programme.
- To lead the Secretariat team in the timely delivery of Ministerial and Parliamentary business reported through DSA KPIs, providing support to DSA Service Inquiries.
- Ensuring DSA sites are compliant with Heath, Safety & Environmental Protection Regulation. Continue to evolve the DSA Smarter Working principles and practices and the implementation of infrastructure changes to meet the needs of a hybrid workforce.

**Desirable Qualifications**:
Qualified with CCAB, CIMA or equivalent with financial experience over an extended period.

**Essential Experience**:

- Experience of leading on the continuous improvement of business and financial control processes.
- Experience of budgeting, planning and forecasting and risk management.
