The new Office for Local Government (Oflog) is a key priority of the Secretary of State. Oflog will help to drive improvement in Local Government � responsible for a wide range of critical and everyday services � in order to improve outcomes for the public.

We�re seeking a lead Data Scientist to help shape Oflog�s approach to data from its infancy. You�ll develop a Data Science team and programme to use innovative techniques to create new insights about Local Government. In parallel you�ll develop and oversee a team of data engineers designing processes to manage Oflog�s growing suite of data efficiently.

Oflog is an office of DLUHC, meaning all staff are DLUHC civil servants. Ministers have agreed that it will have a degree of separation from government, with an independent Chair and Chief Executive. Oflog is a mixed-discipline team, including policy and Local Government experts, and analysts from a range of disciplines.

Job description

As a Head of Data Science at Office for Local Government, you'll:

lead, manage and develop a growing team of data specialistslead on developing Oflog�s Data Science function and work programme, identifying opportunities to use a range of techniques ( web scraping, natural language processing, machine learning) to create novel data and insights about Local Governmentidentify how insights from data can help to underpin real-world decisions about Oflog and Local Government and credibly present these to senior stakeholders�manage and develop our Data Engineering team to ensure Oflog acquires, uses and manages its data assets securely and efficientlydevelop and uphold ethical and quality assurance standards for how Oflog uses data, embedding these principles across Oflogengage with stakeholders across teams in Oflog, Government and Local Government to promote and establish Oflog�s approach to data and identify opportunities to collaborateprovide thought-leadership on how Oflog can support Local Government to access and use data in better ways

As a Head of Data Science at Office for Local Government, you'll have:

strong technical skills and experience in applying a range of data science techniques and tools to create new data, insights and evidencegood dissemination skills to communicate new insights from data with a range of senior stakeholdersknowledge and understanding of data engineering, sufficient to oversee a programme of work to operationalise efficient and secure processes for managing Oflog�s use of datastrong leadership and management skills, to set direction and build capability within a new teamgood stakeholder engagement skills to collaborate across a range of policy and analytical teams and with stakeholders in and out of governmentknowledge and experience of (or a willingness to learn) how to facilitate complex data sharing between organisations, including of sensitive data
