**Job summary**:
The Director Strategy & Policy (StratPol) organisation leads the development of Royal Navy (RN) strategy, RN Policy, RN domestic and international engagement, the Maritime Enterprise and academia. Crucially, the directorate is also responsible for providing high-quality advice and assurance to Ministers, Senior Officials, Parliament, and the public on all Royal Navy business to both meet the Department of State function and support the Navy’s Integrated Review priorities.

The position is advertised at 37 hours per week.

The primary role of the Navy Command Secretariat is to deliver the Department of State function of accountability to Parliament and public, with the overall objective of ensuring appropriate presentation of Naval Service issues to Ministers, senior officials, Parliament and the public in line with constitutional conventions.

Navy Command Headquarters (NCHQ) in Whale Island, Portsmouth, is the nerve centre of the Naval Service. It upholds operations around the globe and provides the ships, people, aircraft, and equipment to deliver the UK’s defence policy.

NCHQ supports all the Royal Navy’s activities, from front-line operations to personnel support and training; finance and governance; safety; equipment acquisition; programmes and planning; and Defence Engagement.

Civil servants and Armed Forces personnel work together in a wealth of interesting and challenging jobs in areas ranging from finance; legal services; personnel and HR; project planning and managing contracts, to media and communications.

**Job description**:
The Charities and Heritage Team Leader in the Secretariat is responsible for providing high quality advice and assurance to Ministers, Senior Officials, Parliament and the public on all Navy Command business to meet the Department of State function; specifically advising on the policy for the future management of military wrecks and general policy advice on charities and the heritage sector.

**Key tasks include**:

- Providing **sound** and **timely** advice to Ministers through close collaboration with Ministerial private offices and key stakeholders.
- Provide briefing support to Ministers.
- Working with Other Government Departments to review and develop the policy for the future management of military wrecks. This includes the designation of Military Shipwrecks under Protection of Military Remains Act (1986) and reviewing and approving requests to access protected and designated sites.
- Provide finance and governance advice to the Command regarding the National Museum of the Royal Navy (NMRN).
- Act as a single point of contact within the Command to liaise with the MOD Sponsorship and Organisational Policy (DSOP) Team, MOD Finance and across Government (i.e. Department for Media Culture and Sport) as appropriate in respect of NMRN.
- To provide resilience to the wider Secretariat in supporting them in answering Parliamentary Questions (PQs), Ministerial Correspondence (MCs), Treat Officials (TOs) and Freedom of Information Request (FOIs) within the mandated timelines, seeking constant feedback to improve the quality of drafts submitted and to ensure these meet legislative requirements (where applicable).
- Responsibility to deliver (on a rota basis) a 24/7 out of hours on call commitment to support incident response and management as a part of the Command’s accident, incident and crisis response organisations.

Director Strategy and Policy 2* area employs agile working to deliver business outputs; as a member of a Scrum team, work in an agile way to deliver team outputs, as prioritised by the team’s Product Owner.
