Navy Command Headquarters (NCHQ) in Whale Island, Portsmouth, is the nerve centre of the Royal Navy. It supports operations around the globe and provides the ships, people, aircraft and equipment to deliver the UK’s defence policy. NCHQ supports all the Royal Navy’s activities from front-line operations to personnel support and training, infrastructure support, finance and governance; safety; equipment acquisition; programmes and planning; and Defence Engagement. This is an exciting time to join the Navy Command People and Training (P&T) Directorate, which is responsible for attracting, training, sustaining and retaining inspired, capable and motivated people in an agile and flexible Whole Force to enable the Royal Navy to succeed on operations by _putting our people capability first._

Director People & Training (Dir P&T) is accountable for all activities undertaken at the Britannia Royal Naval College (BRNC), the Commando Training Centre Royal Marines (CTCRM), HMS RALEIGH, HMS COLLINGWOOD, the Institute of Naval Medicine, HMS TEMERAIRE and the Nuclear Department (located as a lodger unit in HMS SULTAN), as well as outlying Maritime Reserve and other satellite locations. Establishments that sit under Dir P&T each have an appointed Head of Establishment with specific infrastructure and safety responsibilities.

Dir P&T is additionally the Operating Duty Holder (ODH) for all Royal Marines Training undertaken at CTCRM and all Military Diving Training undertaken at the Defence Diving School at Horsea Island. They are supported in this role by the Delivery Duty Holders for each of these activities, the P&T Directorate Environmental & Safety Officer (DESO) and Senior Operators for each activity.

This position is advertised at 37 hours per week.

**Job description**:
1. Principal Safety & Environmental advisor to Dir P&T on all matters relating to the outputs of the Directorate.

b. Act as the primary point of contact within the Directorate for CESO RN, Navy Safety Centre; internal and external regulators; and where necessary, industry partners within each P&T owned establishment or business area.

2. Support Dir P&T as the Operating Duty Holder (ODH) in conjunction with their Senior Operators for RM Training and Military Diving Training; and the Delivery Duty Holders and their Senior Operators at CTCRM (Lympstone) and at the Defence Diving School.

3. Own, develop, maintain and update Dir P&T’s Safety and Environmental Management Plan (SEMP).

4. To act as the Directorate single point of contact for the HSEP Officers within the P&T Establishments.

a. Advise Heads of Establishment on all HSEP matters.

b. Lead and coordinate across the estate owned by Dir P&T engagement on all health, safety and environmental protection matters involving policy; risk; assurance; regulation; best practise; training; management of incidents, near-misses and learning from experience.

c. Convene and chair Directorate HSEP benchmarking meetings.

d. Convene; organise; and act as secretary for the termly (3 times a year) Duty Holding meetings and the Directorate Health, Safety and Environmental Protection Working Group

5. Deliver L2 assurance audits of all P&T business areas and owned estates.

6. Coordinate and prepare the P&T Directorate submission for the termly Navy Safety and Environment Board (NSEB), supporting NSE Working Groups and the monthly People & Training Management Board (PTMB).

7. Line Management responsibility for the P&T Infrastructure and Safety Support Officer

- Experience of HSEP in a training environment.

**Technical**:

- Diploma in Health and Safety; or Environmental Protection; or equivalent.
- Experience of HSEP management.
- Auditor / Lead Auditor
