Our modern way of life is built upon the internet underpinned by a complex digital core network whose infrastructure is inherently fragmented and international. Society is becoming more digital, from home working to the advent of the emerging technology like Artificial Intelligence, immersive technology and robotics. But if the benefits of global connectivity are to be realised, we need to understand and manage risks to its security and resilience.

Almost every essential service in the UK - from policing to food supply to national security and defence - relies on access to the internet. The Telecoms Resilience and Incident Management team is leading Government’s effort to ensure the UK’s core digital infrastructure is, and remains, secure and resilient.

This is a challenging but extremely exciting role. As the DCMS lead on Digital Core Networks you will be responsible for scoping and developing the UK security and resilience policy framework for the infrastructure that sits at the core of the internet. You will work with colleagues across DCMS and wider government, including the National Cyber Security Centre, identifying vulnerabilities and, with industry, on proportionate mitigation responses.

**Job description**:
The role provides a unique opportunity to make a difference to the security and resilience of the country. We are looking for an exceptional individual with strong policy and stakeholder management skills to lead this work. You will be a self-starter with drive and energy who can build a community of experts across government, industry and academia to identify and address the key operational, security and resilience challenges faced by our national digital core network infrastructure.

The role sits within our Telecoms Resilience and Incident Management team, with regular opportunities to contribute to cross-Government resilience priorities, engage with industry experts and support the emergency response to incidents in the sector.

**Person specification**:

- Develop a deep understanding of the essential functions that internet infrastructure provides in the UK, and the key systems and dependencies it needs to operate effectively.- Develop a digital core network security and resilience policy, and lead on its implementation to deliver a secure and resilient UK digital core network.
- Support the response to any major loss of service incidents in the sector, and review the UK’s capability to maintain and repair subsea fibre-optic cables so that HMG has the assurance that internet services can remain uninterrupted.
- Develop and maintain relationships with stakeholders across government and industry, both nationally and internationally, and engage positively and confidently with other critical national infrastructure sectors.
- Oversee the UK telecommunications sector’s plans to adapt to challenges brought by Climate Change, contributing to the UK’s National Adaptation Programme.
- Line manage a (Band B / HEO/SEO) Policy Adviser.

Essential Requirements:

- Strong policy skills with experience developing and delivering innovative solutions to complex issues, overcoming barriers, and considering trade-offs to reach clear recommendations.
- Strong relationship management and interpersonal skills, building successful working relationships with senior officials and external partners. Experience in collaborating across organisations, taking into account different views and opinions.
- Ability to communicate complex and technical issues clearly and concisely to colleagues, stakeholders and Ministers.

Desirable Skills:

- Experience of working on national security related policy.
- Familiarity with internet, digital, or telecoms systems and policy would be helpful. However, this is not a technical role and an induction will be provided.
- Existing DV clearance.
