**Department Overview**

The Independent Evaluation Office (IEO) reports directly to David Roberts, Chair of Court (the Bank’s Board). The IEO helps Court deliver outstanding governance for the Bank. It provides Court with objective assessments of the performance of the Bank’s policy functions, making recommendations to help the Bank operate more effectively across the full range of its responsibilities.

The IEO aims to build public trust in the Bank and to strengthen its culture of learning. Our evaluations are usually published, alongside a response from the Bank on how it will address recommendations. Past evaluations have included high profile topics such as the Bank’s approach to quantitative easing (QE) and we’ve been supporting Ben Bernanke’s forecasting review.

We have a small, permanent secretariat - including this role - and we bring in secondees from across the Bank to work on individual evaluations.

**Job description**

We are looking for a versatile Policy Adviser to join the IEO team on a permanent basis. You’d be working on evaluations - typically alongside a Senior Policy Adviser and Lead Policy Analyst secondee and an Industrial Placement (IP) student - and also helping the Director run the IEO office.

You will be expected to develop a specialism in evaluation techniques, help us get more efficient and provide continuity across teams. You’ll play a key role in the regular follow-up processes. And you’ll line manage the two staff members, as well as helping in the day-to-day running of the team.

This role would suit someone who is interested in learning about the full range of the Bank’s policy responsibilities, through involvement in a number of evaluations over time. You do not need to have previous experience of the areas that we evaluate or evaluation techniques, but you’ll need to be able to learn quickly and feel comfortable challenging others’ work.

The role will involve:

- Thinking deeply about the issues, assessing effectiveness and eliciting real change
- Helping to design evaluation criteria
- Helping to set up and run efficient processes for evaluations
- Leading on aspects of the evaluation, including setting the agenda for a topic, designing the approach and reporting back to our advisory group of senior leaders from across the Bank
- Engaging with people inside and outside the Bank to ensure that the full range of views is incorporated
- Getting involved in the drafting of the final report, which is usually published, and helping our messages land internally and externally
- Supporting the Director in the ‘follow-up’ process and in forward planning for future evaluations
- Managing the Policy Adviser secondee and the Industrial Placement student
- Helping the Director and her PAs in the day-to-day management of the office

- Feeling comfortable with operating in uncertainty and ambiguity, and supporting others in that environment
- The ability to work with people at all levels and challenge senior staff as appropriate
- A desire to work constructively with business areas to make the Bank more effective at fulfilling its mission
- A sound understanding of the breadth of the Bank’s mission and how it operates

**Desirable**
- An appreciation of the Bank’s wider governance and accountability agenda
- Experience of external liaison and the ability to see the Bank through the lens of its external stakeholders
- Project or process management experience
- Experience of evaluation techniques
