**Job summary**:
The DSA is responsible for the Defence regulation of Health and Safety & Environmental Protection (HS&EP). The authority provides evidence-based assurance to the Secretary of State for Defence that their policy on HS&EP in Defence is being promoted and implemented in the conduct of Defence activities.

This regulation is achieved through proportional and appropriate evidence-based assessment of the activity that supports the Defence’s operational imperatives. Within the DSA, DMR is tasked to provide regulation, assurance and enforcement across the Defence Maritime Domain. This comprises all activity conducted by MOD Shipping (includes but is not limited to warships, submarines, landing craft and boats across Defence), in the Defence Ports and at Defence Harbour Facilities and in Defence Diving, both Military and Commercially contracted diving, in support of Defence activities. As new technologies and vessel types, such as autonomous vessels or the involvement of AI emerge, DMR are constantly looking at the maritime scope to ensure that safety and environmental protection are assured going forward.

DMR consists of four areas: Regulation and Compliance, Executive and Enabling, Shipping Inspectorate and Maritime Services Inspectorate.

This Post falls within the Regulation and Compliance (R&C) Section. R&C set the maritime domain regulatory framework, through defining the domain, setting the DMR Regulations, and monitoring validity and compliance.

This position is advertised at 37 hours per week.

**Job description**:
This is a HEO/C2 post based in Bristol, within the Regulation & Compliance Team of DMR.

The Defence Maritime Regulator is offering an exciting opportunity for someone with a positive outlook, looking for a challenging and rewarding post. We offer proactive individuals the opportunity to work in the Regulations section of the Defence Maritime Regulator.

Working with their legislation counterparts, they will identify the level of regulatory requirement and the legislation from which the requirement is derived. Additionally, they will provide advice and guidance to Defence Maritime Domain.

This role provides an outstanding chance to work within the Defence Maritime Regulator, experience and shape the entirety of maritime activities from both a legislative and regulatory perspective. The role will also provide an opportunity to gain qualifications and experience at all levels across the Maritime Domain, including interaction with both civilian and military personnel within the team, as well as the regulated community.

**Primary Responsibilities**:

- Support the management, content and processes associated with the DSA02 DMR Regulations Set and associated guidance, including the DSA03 documents, applicable across the maritime domain.
- Support the development, amendment and retiring of DSA02 DMR Regulations, including:

- Managing the regulatory provenance.
- Tracking the reasons for regulating.
- Managing the Regulation Request For Change (RFC) process.
- Lead on the management of the DSA03 DMR Regulatory Terms and Definitions Document
- Manage the Regulation Impact Assessment (RIAs) processes.
- Lead the publication and dissemination of DMR regulatory documents.
- Manage the DMR Regulations Source Record (RSR), including leading on the continuous improvement activities associated with it.
- Support the delivery of the DMR Regulations Review Council (RRC).
- Support the provision of DMR Regulation communications across the DMR Regulated Community, including support to DMR stakeholder forums.
- Support the delivery and improvement of the DSA Regulatory key performance indicators.
- Provision of advice and guidance to the DMR, the Regulated Community (where this does not compromise the independence of DMR) and the DSA on DMR Regulations within the scope of your TORs.
