**Job summary**:
Would you like to be at the heart of developing and leading a unique organisation driving forward safety assurance and regulation within the MOD? Do you have the passion and commitment to be part of an exciting organisation at the forefront of supporting the Ministry of Defence to ensure that they operate safely?

We have an exciting opportunity for you to join our organisation as the Defence Adventurous Training Safety Regulator (ATSR). We are seeking an experienced individual to join our dynamic team. As the Assistant Team Leader (ATL) Grade 7, you will be leading a team responsible for the provision of safety and environmental protection assurance to the Secretary of State for Defence, that Adventurous Training (AT) and High-Risk Sport activity is compliant with legislation and where relevant, Defence regulation.

Working within the Defence Land Safety Regulator (DLSR) team you will have an interesting and diverse portfolio; ranging from the day-to-day running of the ATSR team, to managing each of the highly competent and expert functional components and cohering their output. Delivering assurance of AT and High-Risk Sport to ensure compliance with regulatory policy, through 3rd Line of Defence Assurance (3LoDA) and licencing of the Defence AT centres, you will need to be prepared and be able to deploy for short periods in the UK or overseas. Working either in an unescorted capacity or by joining hybrid civil / military teams to inspect activity at MOD establishments, on training areas, and elsewhere, anywhere in the world where UK Defence armed forces operate.

Many of these locations are remote and public transport is not available, therefore a full driving licence is essential.

If this interests you, this highly rewarding role will offer you the opportunity to work as part of a diverse and multi-skilled team of circa 70 personnel. DLSR is a stimulating, challenging, forward thinking and forward leaning team at the forefront of assuring the provision of safe capability to people across Defence worldwide.

This position is advertised at 37 hours per week.

**Job description**:
As the ATL ATSR, you will be responsible for leading on the planning, preparation, conduct and reporting of ATSR regulation and assurance activity. Your main focus will be delivering 3rd Line of Defence Assurance (3LoDA) activity, to assure compliance with legislation and defence regulatory requirements. This involves conducting assessment through a combination of Oversight, Surveillance, Audit and Inspection activities including licencing of Defence AT Centres where appropriate. This will entail on-site visits, requiring occasional pre-planned travel to various locations across the UK and internationally. You will produce audit reports, make recommendations, issue findings and maintain assurance records. In cases where significant equipment or safety risks are identified, you will manage any necessary enforcement as appropriate.

**Responsibilities**
- Lead on the planning, preparation, conduct and reporting of AT and High-Risk Sport 3LoDA activity across Defence in accordance with the current risk picture.
- Lead on the production and delivery of the inspection programme for licencing of Defence AT centres.
- Liaising with Military Commands and Defence Organisations, providing advice where required on the delivery of their internal assurance.
- Monitoring current legislation, policy, direction and guidance produced by HSE concerning the delivery and governance of Adventurous Activities that are relevant to the delivery of military AT.
- Lead on the production the ATSR Annual Assurance Report (AAR) and Annual Plan.
- Management of the budget and performance of the ATSR support contract.
- Delivery and maintenance of DSA ATSR Regulations, Acceptable Means of Compliance and Guidance documentation.
- Line Management of a mixed civilian and military team.

Occasionally you may be required to provide ad-hoc support to, and deputise for, others within the DLSR team, up to and including the Regulator Head

This role is suitable for hybrid working, which is an informal, non-contractual and voluntary arrangement, blending a balance of attendance in the workplace (your permanent duty station) and working from home as a personal choice, with mana
