We are currently recruiting a Safety, Health & Environmental Protection (SHEP) Officer to join the Estates Team based at Abbeywood North site in Stoke Gifford, Bristol. This is a challenging, rewarding and varied role, acting on behalf of the DBS Head of Establishment, ensuring the smooth proactive and reactive running of all SHEP matters across the Abbeywood North Estate in Bristol. Providing support to the Abbeywood North Estates Team. The site has a wide range of lodger organisations, all with varied requirements, meaning that the post requires a confident individual with excellent interpersonal skills and a keen eye for detail.
**Job description**:
The post holder will lead in the running of all Health, Safety and Environmental (HS&EP) requirements at the Defence Business Services (DBS) Abbey Wood North (ABW(N)) site. The post requires excellent stakeholder management and communication skills to ensure positive HS&EP culture is maintained across the Estate and provide assurance of objectives to the Head of Establishment (HoE).
Key Responsibilities:
- Produce and issue (following his/her approval) the HoE’s SHEP Policy and Site Safety Health Environmental Management System (SHEMS) to managers, staff, occupiers and other interested parties;
- Produce & issue the Site SHEP Action Plan including objectives and targets agreed with HoE and flowing down from the DBS Strategic SHEP Action Plan;
- Produce Site SHEP performance reports and statistics as required, against the targets and objectives in the Site SHEP Action Plans, for the HoE, DBS Safety Adviser (SA), Environmental Protection Officer and the Site SHEP Committee;
- Liaise with the Site ‘4Cs’ Duty Holder acting as the HoE’s Site SHEP Representative, in maintaining and operating the site SHEP ‘4Cs’ (Cooperation, Coordination, Control, & Communication) system in accordance with MOD JSP 375;
- Creation, negotiation and implementation of site Lodger SHEP Agreements on behalf of the HoE and acting as conduit between the two parties to monitor and facilitate SHEP arrangements on site;
- Production of the Annual Site SHEP Report for HoE and following its approval, submission of the report to the DBS SA, for incorporation into the DBS Annual SHEP Report;
- Log and investigate all reported Accidents, Incidents & Near Misses on site, raising any applicable Reporting of Injuries, Diseases and Dangerous Occurrences Regulations (RIDDOR) Reports as appropriate to the Health and Safety Executive (HSE);
- Monitor and record on site accidents, incidents and near miss data to identify trends, providing these to the HoE, DBS SA as appropriate;
- Secretarial duties to site SHEP Committee chaired by HoE: Raise and issue Committee TORs, Minutes, and briefing packs,
