Counter Terrorism Policing is a collaboration of UK police forces working to keep people safe from terrorism.

Our Borders Officers are at the front line of protecting national security from the threats posed by terrorism at UK borders and ports. They undertake proactive and reactive examinations of persons and freight travelling through airports, freight sites, and general aviation locations across the West Midlands, under schedule’s 7 & 8 of the Terrorism Act 2000.

We’re looking for enthusiastic, flexible and proactive Constables to join us as Borders Officers at the West Midlands Counter Terrorism Unit (WMCTU). Based primarily at Birmingham International Airport, but with a requirement to occasionally deploy to other sites across the region, you’ll work shifts consisting of three earlies (7am-3pm), three lates (2pm-11pm) and three rest days.

We offer extensive and unique training and you’ll undergo a personalised mentoring period which will support your development into the role.

This role is offered on a 2 year secondment basis to Constables serving in Staffordshire, Warwickshire and West Mercia Police Forces, and on normal posting terms for West Midlands Police Officers.

**The role**

You'll be responsible for the collation and dissemination of evidence and intelligence in support of national security and criminal investigations, working in partnership with key stakeholders and the diverse and transient community within Birmingham and other regional aviation sites.

Utilising a range of legislation alongside warranted police powers, including Schedule 7 and 8 of Terrorism Act 2000, Schedule 3 Counter Terrorism and Borders Security Act 2018 and Schedule 1 of The Counter Terrorism Security Act 2015, you’ll identify, examine and report on individuals and freight.

You'll need to pass a National Borders Procedures Course in order to become a fully accredited officer. As an accredited professional, you'll be expected to proactively generate intelligence and to hold and maintain a high level of geo-political awareness.

**Responsibilities**
- Examining persons and freight travelling through regional airports using various police powers.
- Completing proactive and re-active examinations in accordance with local and national priorities and policies, responding to local, regional and national intelligence requirements and gaps.
- Preparing concise intelligence reports and demonstrating a clear understanding of protocols in accordance with the policies and procedures relating to the handling and dissemination of sensitive intelligence.
- Evaluating and developing intelligence obtained in order to maximise its value.
- Submitting high level intelligence within agreed timescales, demonstrating flexibility where required.
- Developing and maintaining knowledge of local, regional, national and international current affairs and maintaining an understanding of the potential impact upon the diverse communities within the UK.
- Actively working in partnership with local communities and partners to understand the diverse needs of the travelling public in order to maximise the flow of information and intelligence.

**Skills and competencies**

**Essential**

Broad understanding of the cultural needs of the transient communities likely to be encountered in an airport environment.

Evidence of having worked on your own initiative, with good organisational and decision making skills, at times giving direction laterally and upwardly where necessary.

Excellent communication skills to include verbal, listening and written at all levels.

Experience in gathering and disseminating intelligence using appropriate systems, having a good understanding of the National Intelligence Model, MOPI and RIPA.

An understanding on impact factors resulting from interacting with the community using TACT/POCA legislation.

A working knowledge of handling sensitive intelligence, handling codes and GPMS.

**Desirable**

Previous experience of major investigation or intelligence operations.

Previous experience in interviewing and intelligence gathering.

Experience of working in a neighbourhood or community policing environment.

An understanding of TACT 2000 in particular around schedule 7 and 8.

Linguistic skills in an additional language at verbal and/or written levels would be an advantage.
