The  Counter Terrorism Policing (CTP) network stretches across the UK. We work alongside partners to find information and evidence to thwart terrorist planning and help bring perpetrators to justice.

Based at our modern offices near to Birmingham International Airport, the  West Midlands Counter Terrorism Unit (WMCTU) coordinates the regional counter terrorist response and provides specialist support to police forces in Staffordshire, Warwickshire, West Mercia and the West Midlands.

Our Intelligence Department operates 24/7 and is responsible for receiving, assessing and developing intelligence in relation to Counter Terrorism.

The department is known as the Intelligence Management Unit (IMU) and has various functions:

- Fixed Intelligence Management Unit (FIMU) - The FIMU are accountable for receiving, assessing and developing CT related intelligence. Working with intelligence and other disruption teams, the FIMU ensure that CT threats are identified and disrupted as efficiently as possible. As such the FIMU operate a 24/7 shift pattern.

- Operational Intelligence Management Unit (OIMU) - Working closely with Senior Investigating Officers and Partners to assess and develop products within complex investigations, providing tactical advice to investigative colleagues and understanding investigative/evidential opportunities and how to achieve them from sensitive intelligence products/tactics.

- Regional Prison Intelligence Unit (RPIU) - Working closely with WM Regional Organised Crime Unit to create and maintain an effective and strong working relationship with Her Majesty’s Prison and Probation Service at a local and regional level to provide a gateway into and out of the Prison environment for all CT related intelligence and enquiries on behalf of Police, and other law enforcement agencies and partners.

We are currently recruiting for an assessor to join the FIMU which incorporates working on a shift pattern consisting of earlies, lates and nights. 

The role

This role effectively manages the Threat, Harm and Risk presented to the force and region by collating, researching, assessing and disseminating intelligence to support the effective use the National Decision Model (NDM).

You’ll undertake initial assessment and development of incoming intelligence, and prioritise/task any immediate action according to the threat/harm/risk presented. You’ll register new information and intelligence, providing an auditable record that can inform future intelligence gathering or operational activity.

You’ll work with the CT Senior Investigating Officer (SIO) and Partners to assess and develop products within complex investigations, provide tactical advice to Investigative colleagues and understand investigative/evidential opportunities and how to achieve them from sensitive intelligence products/tactics.

It’s not essential to have an intelligence background as we will provide appropriate training.

You’ll utilise your good communication skills by working effectively as part of a team, providing an excellent intelligence response to other departments, including partner agencies.

Responsibilities

  • Receiving, assessing and developing new lead intelligence and initiating action appropriate to the threat.
  • Working with partner agencies to provide intelligence support to investigations relating to terrorism. 
  • Liaising with and point of contact for Neighbourhood Policing Units (NPU’s) and regional partners in the development of new lead intelligence.
  • Providing intelligence support when executive action (arrest phase) is taking place.
  • Handling of covertly obtained material.
  • Providing intelligence cell support.
  • Preparation of Regulation of Investigatory Powers Act (RIPA) applications.

Skills and competencies

Essential

To be able to undertake sensitive high profile enquiries with limited supervision.

Interpersonal and communication skills.

Ability to problem solve.

Effective time management and ability to manage multiple tasks.

Experience of report writing.

Desirable

Completion of Intelligence Professionalism Programme (IPP).

Knowledge and understanding of National Intelligence Model (NIM).

RIPA applicant.

Additional information

⇄ This position is offered as a 2 year secondment to West Midlands Police. To qualify, you must confirm in your application that you have received approval, through the process established by your Chief Officer, for secondment to another force.

The FIMU operates a Field Intelligence Role for the development of intelligence with the public. As this is a forward facing role, officers are expected to maintain the PST and First Aid training to be deployable.

Security Clearance

This role is subject to successful completion of  Developed Vetting .

You must be a British citizen to work for the Counter Terrorism Policing West Midlands (CTPWM). If you hold dual nationality, with the primary nationality British, you may also be considered. For the purposes of safeguarding national security, applicants will be required to hold or acquire the appropriate national security vetting clearances of Security Check (SC) or Developed Vetting (DV) in line with Cabinet Office Policy, supported by Section 82(2) to (4) of the Police Reform Act (2002). CTP WM will support preferred candidates through the appropriate vetting process.
