The role sits within a small team that provides support to the Market Oversight (MO) Directorate. This team helps identify and deliver technical improvements that help the division meet its outcomes and improves the experience for investors and the companies we interact with. Its work is strategic, innovative, and transformational in its nature.

The vacancy in this team is for a senior associate to drive forward the publishing strategy for primary markets data. It will primarily focus on overseeing the development of the National Storage Mechanism (NSM), the FCA’s publishing system for regulated disclosures.

What you will be doing (the role)

Capital markets function through the evaluation by investors of company information to make well-informed assessments of value and risks (i.e. to help ensure ‘fair value’). It is therefore important that there is appropriate transparency.

The FCA helps ensure transparency in primary markets by collecting and publishing a range of information. This includes the 3.9 million market disclosures (for example, annual financial reports and prospectuses) held in the NSM with users including investors and market participants.

In collaboration with internal and external stakeholders you will have responsibility for:
- Liaising with other internal stakeholders to develop and implement a publishing strategy for primary markets information. Managing key relationships within the FCA and other relevant outsourced providers. Contributing to projects that enhance publishing including helping to translate requirements between business and technology teams, identifying risks/issues and helping ensure business readiness- Identifying and shaping business user needs for the NSM. Including gathering potential requirements (internally and externally), overseeing a prioritised backlog of change requests, influencing the quality and completeness of requirements, representing MO to secure funding, and liaising with delivery teams/business users to ensure requirements are clear and understood. Identifying MO’s wider technology needs in the publication space, liaising with the MO senior leadership team, FCA governance boards, the Technology division, and other internal stakeholders to prioritise and develop these- Overseeing NSM data quality including identifying and resolving issues- Helping with publishing queries, monitoring feedback, liaising with business users, and reporting relevant management information (MI). Educating colleagues in publishing processes- Assessing and triaging system defects and operational performance issues and liaising with the Technology team to address these. This will include assessing business impact and escalating issues where appropriate as well as monitoring progress until successful resolution and ensure business users are kept informed- Assisting with issues spanning other technologies that interact with the NSM, such as our Salesforce based case management system, Electronic Submission System (ESS)

The skills and experience you will have

Minimum- Experience of analysing technology needs and requirements and overseeing their development and implementation with business users and technical experts- Experience of managing data quality for a large data set provided to the public- Experience of financial reporting
