Compliance Officer (Cigna Europe)

**POSITION/JOB PROFILE/BAND/CAREER STEP**

Legal & Compliance Lead Analyst / Band 3

To provide expert-level regulatory advice and support to management of Cigna Europe on all matters of compliance with applicable conduct of business regulation impacting current and planned future business activities. Provide compliance input to a range of business-led projects and initiatives across International Health as well as supporting management with the implementation of regulatory change.

Support the maintenance and embedding of Cigna Europe’s Compliance Policy Framework and a positive compliance culture, with the delivery of good customer outcomes, in line with the Consumer Duty, at the heart. Establish and execute appropriate mechanisms to test the continued effectiveness of the arrangements in place to achieve regulatory compliance.

Provide input to the development and review of the annual compliance plan to ensure it remains aligned to the key regulatory risks impacting Cigna Europe.

Working as part of the European Legal and Compliance team, the role holder will be responsible for developing and maintaining effective working relationships with a range of stakeholders, including senior management.

Maintain effective working relationships with compliance colleagues across Europe and more broadly across International Health, including Cigna Enterprise Compliance.

DUTIES AND RESPONSIBILITIES
- Provide high-quality advice and guidance on matters of compliance, including conduct of business and financial crime to business-driven projects and initiatives, ranging from local issues to complex pan-jurisdictional, programs of work, and referring identified data protection risks to the relevant privacy team. Using regulatory expertise to recommend solutions to business issues that are pragmatic and proportionate.
- Identify and review, in liaison with first-line management, regulatory developments that impact, or are likely to impact, on Cigna’s business activities to determine the actions necessary to achieve compliance, undertaking gap analyses where appropriate. Partner with first-line management, providing support with interpretation on regulatory rules and guidance, to ensure regulatory changes are implemented in a timely and effective way. Contribute to the updating of the Cigna Europe legal and regulatory tracker.
- Promptly review any potential matches against the relevant financial sanctions lists, e.g. OFAC, raised by the business and make a determination on whether they can be ‘made safe’ or require escalation to Enterprise Compliance.
- Contribute to the maintenance and embedding of the compliance policies that form part of Cigna Europe’s Compliance Policy Framework, through assisting with regular policy reviews and proposing updates to reflect current regulatory standards and best practice.
- Devise effective training solutions using suitable media for the target audience and deliver compliance training to support the embedding of compliance policies or to communicate changes to regulatory requirements.
- Undertake compliance monitoring and assurance activity on own, or in conjunction with other Compliance Officers, to support the delivery of the annual compliance monitoring plan. Use compliance knowledge and expertise to identify regulatory breaches or control weaknesses and use influence to gain commitment from management to take action to address findings. Undertake follow-up with action-owners to ensure actions are taken in a timely and effective way.
- Provide input to third party due diligence and ‘Requests for Proposals’ on matters involving regulatory compliance.
- Actively promote a strong compliance culture and awareness of all applicable regulatory requirements impacting Cigna Europe, with a particular focus on conduct risk and financial crime.
- Undertake investigations into any actual or suspected breaches of regulations, principles or standards and formulate sound recommendations as to the improvement actions required to mitigate any control weaknesses and/or achieve the right outcomes for impacted customers or members.
- Contribute to the maintenance and update of departmental records, and providing advice to Cigna Europe on record keeping standards, such that Cigna Europe is able to demonstrate how it achieves compliance. Undertake other tasks or projects, as directed by the Compliance Manager.

**ROLE REQUIREMENTS**
- Previous experience of working in a Compliance or equivalent control function within a financial services organisation, ideally within a health or general insurer that has a multi-national focus.
- Educated to degree level or equivalent industry experience.
- Sound understanding of the regulatory landscape in the jurisdictions that Cigna Europe conducts its business, which as a minimum should include the UK.
