Compliance Officer, Global Employer Health (Europe)

**POSITION/JOB PROFILE/BAND/CAREER STEP**

Legal & Compliance Lead Analyst / Band 3

To provide expert-level regulatory advice and support primarily to management of Cigna’s Europe & Global Segments (“EGS”) business on all matters of compliance with applicable conduct of business regulatory requirements impacting current and planned future business activities. Provide compliance input to a range of business-led projects and initiatives across International Health as well as supporting management with the implementation of regulatory change.

Support the maintenance and embedding of the EGS Compliance Policy Framework and a positive compliance culture, with the delivery of good customer outcomes, in line with the Consumer Duty, at the heart. Establish and execute appropriate mechanisms to test the continued effectiveness of the arrangements in place to achieve regulatory compliance.

Provide input to the development and review of the annual compliance plan to ensure it remains aligned to the key regulatory risks impacting Cigna’s businesses.

Working as part of the EGS Legal and Compliance team, the role holder will be responsible for developing and maintaining effective working relationships with a range of stakeholders, including senior managers throughout EGS.

Maintain effective working relationships with compliance colleagues throughout EGS and more broadly across International Health, including Cigna Enterprise Compliance.

DUTIES AND RESPONSIBILITIES
- Provide high quality advice and guidance on matters of compliance, including conduct of business, financial crime and data protection / privacy, to business-driven projects and initiatives, ranging from local issues to complex, pan-jurisdictional, programs of work. Acting as a regulatory expert, recommend solutions to business issues that are pragmatic and proportionate.
- Identify and review, in liaison with first-line management, regulatory developments that impact, or are likely to impact, on Cigna’s business activities to determine the actions necessary to achieve compliance, undertaking gap analyses where appropriate. Partner with first-line management, providing support with interpretation on regulatory rules and guidance, to ensure regulatory changes are implemented in a timely and effective way.
- Promptly review any potential matches against the relevant financial sanctions lists, e.g. OFAC, raised by the business and make a determination on whether they can be ‘made safe’ or require escalation to Enterprise Compliance.
- Contribute to the maintenance and embedding of the compliance policies that form part of the EGS Compliance Policy Framework, through assisting with regular policy reviews and proposing updates to reflect current regulatory standards and best practice.
- Devise effective training solutions using suitable media for the target audience and deliver compliance training to support the embedding of compliance policies or to communicate changes to regulatory requirements.
- Undertake compliance monitoring and assurance activity on own, or in conjunction with other Compliance Officers, to support the delivery of the annual compliance monitoring plan. Use compliance knowledge and expertise to identify regulatory breaches or control weaknesses and use influence to gain commitment from management to take action to address findings.
- Act as a Privacy Officer for the Global Employer Health (Europe) business segment, provide data protection guidance and advice, including privacy breaches, to the business as required, liaising with the European Data Privacy Office on more complex matters or for significant privacy breaches.
- Provide input to third party due diligence and ‘Requests for Proposals’ on matters involving conduct of business or privacy compliance.
- Actively promote a strong compliance culture and awareness of all applicable regulatory requirements impacting Cigna, with a particular focus on conduct risk and financial crime.
- Undertake investigations into any actual or suspected breaches of regulations, principles or standards and formulate sound recommendations as to the improvement actions required to mitigate any control weaknesses and/or achieve fair outcomes for impacted customers or members.

**ROLE REQUIREMENTS**
- Previous experience of working in a Compliance or equivalent control function within a financial services organisation, ideally within a health or general insurer that has a multinational focus.
- Educated to degree level or equivalent industry experience.
- Sound understanding of the regulatory landscape in the jurisdictions that Cigna conducts its business, which as a minimum should include the UK.
