Principle Purpose of the role

We are pleased to offer a unique opportunity for a Programme Support Lead working in our Portfolio Management Office (PMO).

The Programme Support Lead is responsible for the review and development of the programme / project governance processes including the collation and strategic assessment of new work requests, tracking current progress and the close down / lesson learned processes, ensuring these remain within organisational priorities.

Along with line management responsibilities, the role maintains oversight of; the day to day running of the Chief Officer meeting governance that ensures an audit trail of decision making and the programme / project resource management and planning tool that facilities dashboard reporting.

Main Activities of the Role
- Responsible for maintaining and developing programme and project management governance processes in line with best practice; including the development of programme and projects templates
- Be the initial point of contact for new project work, advising on interdependencies and research to support investment of resources
- Undertake analysis of project highlight reports to inform the PMO Manager and raise issues / exceptions regarding the programme of change
- Ensuring the close-down of projects is managed and lessons learned fed back into improving the overall process
- Support the PMO Manager in developing metrics for use in the Strategic and Financial Planning process
- Develop and maintain relationships with key stakeholders such as Project Managers, Business Change Managers, and the wider Organisational Analysis team
- Work with external stakeholders / networks to develop programme and project processes in like with regional and/or national best practice
- Oversee the management and development of the project management resource and planning tool (Project Server)
- Oversee programme support, in particular the management and development of core Chief Officer governance meetings
- Attend and facilitate Chief Officer governance meetings if required
- Line manage direct reports; prioritising, allocating and quality assuring staff work, ensuring it is produced to the required standards and in accordance with legislative requirements
- Take responsibility for the welfare, training, and development of all direct line reports
- Deputise for the PMO Manager
- Any other duties that are commensurate with the role and grade as may be requested by management

Person Specification

It is essential that applicants meet the following criteria:

- Demonstrate supervisory experience showing resourcefulness and interpersonal skills.
- Previous experience of working within a Programme Management Office (PMO) within a large organisation, with an attention to detail and the ability to work to strict deadlines
- Excellent organisational planning skills with the ability to work on own initiative, prioritising and managing a diverse workload
- Experience of reviewing and analysing information from different sources, identifying interdependencies between them and the ability to draw conclusions and offer solutions to problem identified
- Demonstrate excellent influencing and negotiation skills through effective verbal and written communication skills, utilising the ability to work collaboratively and build strong relationships
- Good understanding of business planning, target setting and monitoring
- Developed understanding of organisational priorities and / or drivers for change

It is desirable that applicants meet the following criteria:

- Previous experience of working within a public sector environment

Standard hours of work are 37 per week Monday to Friday. The role is considered a hybrid home worker, meaning that the core function of this role can predominantly be delivered from home, but you will need to attend force premises for wellbeing/team meetings, cultural events, and creative or collaborative activities. This post is offered on a permanent basis.
