**Job summary**:
In the Department for Environment, Food and Rural Affairs (Defra), we deal with a vast range of issues that profoundly impact on people’s lives. We are responsible for England’s environment, our countryside and rural economy, the food and farming sectors and have lead responsibility for protection from a wide range of natural threats and hazards. Your role will be critically important to achieving our vision of creating a great place for living.

This is a particularly exciting time to join the Defra group. You will have the opportunity to contribute towards and influence the development of new approaches and policies on a wide range of issues affecting millions of people in the UK. You will play a key role in shaping and delivering the Defra group’s priorities, working creatively and collaboratively with others to deliver excellent outcomes. These roles will provide significant opportunities to develop your own skills and future career.

We are committed to ensuring that every talented and hard-working person has the opportunity to rise to the top, whatever their background and whoever they are.

**Role Overview**

We are recruiting up to two roles as part of a strategy to expand the influence and reach of the existing “Operational Research Hub” (OR Hub), which sits within the Central Analysis and Insight Directorate (CAID) in Defra. CAID is led by our Director of Analysis and is positioned to cover the whole remit of the Department. The OR Hub provides strategic operational research support to projects across the whole of Defra, as well as delivering OR insight on projects within the division, and strategic centre of the Department. You will lead one of two branches in the OR Hub to identify and deliver projects covering the whole range of OR techniques.

**Job description**:
The OR Hub sits alongside teams of economists and social researchers who, together, make up around 50 analysts providing the central strategic analytical resource for Defra. We help enable the analysts and policy teams which are spread out across the Department, and the strategy teams in the centre of the Department, to deliver the key priorities for Defra. This ranges from providing a consultancy service for discrete projects derived from individual work areas, to identifying and owning emerging work areas with no established lead, or strategic projects which cut across multiple areas of Defra policy.

The work that the team takes on is varied, interesting and fast-paced, spanning the full range of OR from soft decision-making techniques through to data science in response to acute, strategic, and cross-cutting demands from across the department. Previous projects include rapid analyses for crisis response, multi-criteria decision analyses, land use modelling for Net Zero, process mapping of complex policy interventions, analysis, and visualisation of the characteristics of the Defra workforce, establishing data pipelines and dashboards for tracking the outputs of Defra Arms-Length Bodies. We draw on a range of skills, tools and techniques ranging from Vis Network in R, R Shiny and Python to Excel and softer skills.

The OR Hub is made up of a team of five talented operational researchers, with a supportive team identity. You will set the direction and priorities for your branch of the team, and work with the other senior team members to prioritise the work of the whole team. You will engage with senior stakeholders to set strategic direction and scope out impactful and timely analytical projects. These projects will provide the opportunity to advance your technical skills and develop your creativity in finding solutions to novel analytical challenges.

As a member of the OR Hub, you will also be available to support teams and colleagues across Defra with your Operational Research expertise. In the past this has involved teaching, sitting on steering boards, support for analytical quality assurance, and supporting the OR community. You will be instrumental in establishing, testing, and steering Defra’s technical data science infrastructure. You will have the opportunity to be an advocate for new functionality and support the integration of new tools into the Defra analytical community.
