**Job summary**:
One of the greatest challenges in the fight to preserve our natural environment is how we manage our limited natural resources. Defra’s Resources and Waste Strategy sets out a range of policies designed to reduce the amount of waste generated and deliver efficient and effective waste management systems.

You will play a key role in delivering government commitments in its landmark 25 Year Environment Plan to incentivise producers to take greater responsibility for the environmental impacts of their products and to help Local Authorities role out efficient and effective waste management systems. This includes the introduction of an “Extended Producer Responsibility” for packaging and weekly food waste collections.

We are looking for two analysts to join the Resources and Waste evidence team, developing numerical models which will be critical to reducing the quantity and increasing the recyclability of packaging waste and to deliver improved food waste management, in turn helping to reduce greenhouse gas emissions. These roles will be delivery focused leading to the implementation of a major government project.

You will work closely with policy colleagues, Defra analysts, and external contractors whose modelling we both scrutinise and rely upon. It will also involve working with stakeholders from industry, local authorities, other government departments (especially Levelling Up and Treasury) and the Devolved Administrations to ensure that proposals are workable and assumptions are well-founded.

The policy area is technically complex and would suit an analyst with experience in problem structuring, data collection and analysis, modelling, performance measurement/incentives, sampling and quality assurance. This is an exciting time to join the team as we transition from policy design towards scheme delivery.

The post holders will become part of the resources and waste evidence team, an interdisciplinary team consisting of economics, operational research, statistics, social research and science professionals.

**Job description**:
Up to two roles are available in the Resources and Waste evidence team, to lead analysis related to the implementation of Extended Producer Responsibility for packaging and food waste management. This includes:

- Developing in-house and assessing external cost modelling to ensure local authority funding is fair and robust.
- Involvement in the design, build and implementation of bespoke models
- Designing and leading data collection and analysis to inform and populate the models created.
- Developing performance incentives which drive improved environmental outcomes in how packaging is designed and used.
- Undertake QA of data, analysis and coding undertaken across the team to ensure quality deliverables are produced.
- Presenting analysis clearly to withstand challenge from Ministers, senior colleagues, stakeholders and other Departments (e.g. HM Treasury).
- Ensuring effective project management and analytical quality assurance of own and team’s work.
- Supporting other team members and contributing to an inclusive evidence community that promotes robust analysis.

**Person specification**:

- Proven data and research skills especially in data collection, analysis, testing and modelling (excel and R) to translate policy objectives into analytical products ensuring accurate payments are calculated.
- Ensuring that projects are managed well, and fully documented, overseeing data collection (operational, tonnage and cost data) and undertaking QA.
- Experience of engaging with stakeholders to ensure your analysis is and assumptions are well-founded.
- Can work independently, taking the initiative where appropriate, willing to challenge and ask questions.
- Experience working with other professions to deliver shared outcomes e.g. economists, statisticians, digital, policy, legal and commercial.
