Job Purpose

Work with the Executive Director of People & Organisational Development in leading the development and implementation of our People & Organisational Development Strategy with accountability for the effectiveness and impact of our strategic business partnering capabilities.

Accountability for the leadership and oversight of the University’s strategic business partnering functions, with regards to their effectiveness and efficiency across our organisational units, in the execution of P&OD strategy, policies and plans consistent with our institutional Values and cultural aspirations ensuring effective alignment with institutional strategy, and our core missions of teaching, research and engagement.

Support the Director in the future development of the function and lead the translation of specific strategic priorities supporting organisational change as appropriate, specifically the University’s Transformation plans over the next 2-5 years, with a particular focus on Service Excellence related projects, and the associated implementation of POD policies and their application thereby enabling the delivery of institutional business objectives.

Play a leading role in positioning People & Organisational Development as a strategic, business-focused professional service, setting and adhering to the highest professional and service standards ensuring a co-ordinated and proactive approach to service delivery across the University community.

Deputise for the Executive Director of People & OD as required.

Main Duties & Responsibilities

1. Responsible for the leadership and oversight of P&OD strategic business partnering across the University’s Colleges and University Services, as a key member of the POD Executive team, ensuring alignment with and delivery of strategic plans, and that these are monitored and delivered in accordance with agreed timescales as appropriate.

2. Proactively lead the translation of specific strategic project priorities supporting organisational change as appropriate, and the associated implementation of POD policies and their application thereby enabling the delivery of institutional business objectives.

3. Working closely with the Executive Director of Transformation and their team, lead the organisational change elements of the University’s Transformation strategy with a particular focus on service excellence related projects with regards to programme planning and execution ensuring that dependencies and risks are captured, aligned and implemented in accordance with institutional objectives.

4. Initiate, develop and implement innovative people management strategies and policies through the Heads of Strategic Business Partnering, and their respective teams, reflecting best practice and legal compliance informed by regular horizon scanning (legislative, governance and employment practice, etc.). Regularly monitoring and reviewing our practice in accordance with agreed action plans.

5. Develop the effectiveness and efficiency of our strategic business partnering functions that deliver service excellence and consistency of approach for our clients, effectively measuring performance against business plans and service delivery standards, displaying continuous improvement in our practice and the provision of high quality, professional people services.

6. Champion the University’s strategic equality, diversity and inclusion imperatives fostering an inclusive culture where diversity is valued, aligned with the University’s values-led culture, empowering and enabling people aligned with our organisational values and priorities.

7. Actively engage with and support our strategic business partnering teams leading and promoting a consultancy style approach, coaching senior colleagues where appropriate in the provision of business-oriented solutions, and enabling intricate understanding of unitary business needs and challenges within Colleges and Services aligned with the University’s and unit level strategic imperatives thereby proactively enhancing organisational performance.

8. Provide effective leadership and oversight of strategic workforce planning, talent management and succession planning on behalf of the function, informed by quantitative and qualitative data, utilising measurable KPI performance and related insights to comply with internal and external reporting requirements to inform future resourcing plans and workload modelling, collaborating with other key figureheads within our Executive and other key stakeholders across the University as appropriate.

9. Jointly lead on the design and development of the People & OD Strategy for the next 10-year planning horizon and contribute to the development of a co-ordinated University-wide plan and ensure that it is monitored and delivered in accordance with agreed timescales and goals aligned with institutional planning processes.

10. Responsibility for leading the financial and budgetary planning of the function over a five-year planning cycle effectively forecasting future service systems investment and strategically proportionate resourcing including effective budgetary oversight and management.

11. Promote and maintain productive relationships and a positive employee relations culture with the University recognised trade unions and our colleague community, through active consultation, effective communication and involvement in employment related matters with respect to strategic business partnering.

12. Act as Committee Manager and service lead on designated University-wide fora (e.g. People & OD Committee, etc.) where required and prepare high quality papers for, and present these to, relevant University Committees.

You will be a professionally qualified HR generalist with significant leadership experience working in large and complex organisations and ability to contribute to the strategic direction of a highly performing university. An aspiring HR Director, you will be able to demonstrate an impressive range of functional experience and interpersonal expertise. A positive and can-do attitude is a must to be able to interact with and influence a wide range of internal and external stakeholders and partners including senior academic management, world-leading research talent, and professional heads of services. Client focused, you will be adept at working with and establishing positive working relationships with the whole of the university community.

Knowledge, Qualifications, Skills & Experience

Knowledge / Qualifications

A1 Qualified to degree level or equivalent

A2 Chartered Institute of Personnel and Development qualification and membership.

A3 Detailed knowledge and understanding of current employment law and best practice.

A4 In-depth knowledge of strategic business partnering approaches.

A5 Well-developed knowledge of the Higher Education sector, its political and economic context, and other comparable sectors in the UK and internationally.

B1 Fellow of CIPD.

B2 Postgraduate qualification in HR, business or related subject.

Skills

C1 Ability to think strategically and to manage complex and challenging issues to gain competitive advantage.

C2 Excellent problem-solving skills in a complex environment.

C3 Strong influencing, negotiating, networking and interpersonal skills and ability to establish personal and professional authority at all levels across organisations.

Experience

E1 Substantial track record of HR leadership experience and strategic business partnering working at a strategic level in a large, complex [ideally] unionised environment.

E2 Significant experience of people management and project management.

E3 A track record of leading organisational change and transformation related initiatives.

E4 A track record of delivering measurable service improvements, including the application of

technology and business systems;

E5 Experience of interpreting highly complex information to provide effective ‘good practice’ solutions to achieve results.

E6 Significant experience of aligning institutional strategy to policy development.

E7 Significant experience and successful track record of managing and monitoring performance.

E8 Highly successful at establishing and maintaining effective working relationships at all levels inspiring trust and confidence.

E9 Strong understanding and experience of using business systems.

E10 Experience of preparing and presenting highly complex information and presenting for a variety of purposes and audiences.

This is a full-time (35 hours per week) , open-ended (permanent) role.
