Job summary

The Trade and Investment Negotiations for Goods (TING) Directorate is part of the Trade Policy, Implementation and Negotiations Group, in the Department for Business and directorate plays a pivotal role in coordinating tradeinterests and leading the UK's trade and domestic regulation policy formanufactured goods. We deliver and implement trade policy and agreements whichreflect the needs of UK businesses, so that exporters can be successful and competitiveinternationally, whether with Europe or the rest of the world.�

We are recruiting for two stretching and rewarding Grade 7 roles to lead our work on goods regulation policy. This will include working on:

developing our overall approach to the development of Technical Barriers to Trade (TBT) trade policy and its application across our negotiation programme, with the EU and Rest of World trading partnersdeveloping a strategic approach covering issues such as UK-EU positions on product regulation, interactions with the Industrial Strategy, and implications for wider TING/DBT policy areas such as Windsor Framework implementation, Technical Barriers to Trade, and domestic regulation. �

These roles provide an opportunity to shape a policy area with significant real world impact. Our portfolio covers both trade and regulatory policy with key links to other government priorities on growth and industrial strategy. The successful candidates will need to be comfortable working across both big picture thinking and technical detail. You will participate in external business engagement and bring a robust approach to evidence-based policy-making.

Job description

You will work closely with across the Goods Regulation team, with colleagues working on Windsor Framework implementation and Technical Barriers to Trade. The team has responsibility for both goods policy, and for delivery of related obligations under the Windsor Framework and the UK-EU Trade and Cooperation Agreement (TCA). The team also provides core policy and stakeholder engagement support for the TBT aspects of the Free Trade Agreement (FTA) negotiation programme.���

Key responsibilities will include:�

Leading on the overall development of our TBT trade policy, driving core chapter policy and legal text development, including identifying UK offensive and defensive trade interests across all trade negotiations.Supporting on specific country negotiations in respect of Goods Regulation and Technical Barriers to Trade, including advising negotiation leads on technical issues and actively participating in negotiations preparations, and where necessary in negotiations.Leading development of overarching strategy for goods policy, with a particular focus on the UK-EU trade relationship. Develop a policy framework for alignment with (and divergence from) EU product regulations. Work collaboratively with analysts, lawyers and technical experts to generate policy options and provide high-quality advice to Ministers.Ensuring that TBT and wider goods policy is aligned with emerging DBT policy priorities, including the Trade Strategy and acting as lever to achieve growth through an Industrial Strategy.�Ensuring that the full range of TBT trade policy is supported by evidence and working with analysts, lawyers and technical experts to provide high-quality advice to senior officials, negotiators and Ministers.�Build close relationships with non-food goods policy and regulatory teams across Whitehall, and related teams in DBT. Ensure relevant teams across government have access to EU engagement and delivery channels under the TCA and Windsor Framework.�Building and maintaining relationships across Whitehall and with external stakeholders, such as manufacturers and trade associations, working collaboratively and honestly to secure the best outcomes for UK businesses and consumers on high-profile issues.

Essential Criteria

The successful candidate must demonstrate:

Strong policy making and implementation experience, with the ability to work effectively in a fast-paced environment.Excellent interpersonal and influencing skills, with the ability to establish rapport and credibility quickly with teams, other departments and external stakeholders.Strong leadership and organisational skills, able to not only plan but also reassess workloads and discuss priorities if situations change or you face conflicting demands at pace.Effective partnership working with specialists such as analysts, lawyers and technical experts.An ability to grip technical details while maintaining a focus on the wider strategic context.

Desirable Criteria

Knowledge of trade in goods policyExperience working on international negotiations, or inter-governmental engagement, including with the European UnionUnderstanding the interests of UK businesses and experience managing stakeholders.
