The Analysis Group is dedicated to enhancing policy-making and ensuring that Ministers and DBT leadership can make well-informed decisions based on comprehensive analysis.

In the capacity of Director of Trade Policy Analytics, you will oversee a team committed to delivering innovative insights, placing robust statistical analysis at the forefront of trade policy evaluation. This pivotal role involves monitoring Free Trade Agreements (FTAs), fulfilling legal data exchange obligations, developing utilization metrics, and providing analytical support, statistics, and insights on trade policy. The position necessitates extensive collaboration with various analytical teams and policy sectors engaged in trade policy, as well as with country leads, communication teams, and international officials.

You will be responsible for managing and developing a team comprising three Senior Statistical Officers, an Assistant Statistician, and a Higher Statistical Officer.

Key Responsibilities

As the Director of Trade Policy Analytics, your primary responsibilities will include:

  • Ensuring that the statistical content and analysis utilized in key external communications for FTA briefings, especially during significant milestones, meet high-quality standards in accordance with Government Statistical Service best practices and align with DBT’s commitment to a unified truth.
  • Monitoring trade and investment activities with UK FTA partners through available data sources, integrating exemplary monitoring analyses into the team’s statistical work plan.
  • Providing statistical expertise for requested products, customizing these to cater to audience requirements.
  • Advancing the data exchange initiative related to implementation, focusing on Preference Utilisation Rates (PURs) and Tariff Rate Quotas (TRQs). Leading the analysis of export PURs and standardizing datasets.
  • Establishing analytical expertise in PURs by disseminating key briefs and presentations, while executing the broader analytical strategy, including secondary briefs, preference margin analysis, and ad hoc inquiries.
  • Developing and promoting the FTA dashboard, tailoring it to meet user needs for customized monitoring products, factual presentations, and briefings.

Candidate Profile

Essential Qualifications

  • Must be (or willing to become) a recognized member of the Government Statistician Group.
  • Demonstrated knowledge and experience in applying statistical techniques to inform policy and decision-making processes.
  • Experience in managing analytical projects and delivering actionable solutions, with the ability to communicate findings effectively.

Desirable Qualifications

  • Experience working with large datasets.
  • Proficiency in coding or dashboard development, particularly in the R programming language.
  • Understanding of trade policy and experience utilizing trade and investment statistics.

Effective communication of accurate information to both technical and non-technical stakeholders is crucial, as is the ability to plan, manage a diverse workload, and prioritize effectively to meet competing deadlines.

Educational Background

Candidates should possess one of the following qualifications:

  • A first- or second-class honours degree in a numerate subject with at least 25% statistical content (Statistics, Mathematics, Economics, Sciences, Business Studies, Psychology, Geography, or similar).
  • A higher degree, such as an MSc or PhD, in a field that includes formal statistical training.
  • Experience in a statistical or data science role, demonstrating continuous professional development in statistics or data science equivalent to a foundation degree/HND (Level 5).

Membership Requirements

Must be (or willing to become) a recognized member of the Government Statistician Group.
