Job Overview

The Goods Regulation team plays a crucial role in facilitating UK trade by alleviating regulatory challenges for non-food items through the Technical Barriers to Trade (TBT) policy. This involves formulating the policy for essential TBT sections in the UK's Free Trade Agreements (FTAs) with international partners, as well as overseeing the UK's trading interactions with the EU concerning technical trade barriers and broader regulations on manufactured goods, including Northern Ireland as part of the Windsor Framework. We are looking for a dynamic individual to take on a challenging and rewarding position that will provide an exceptional opportunity to spearhead the implementation of policy on manufactured goods regulation related to technical trade barriers.

Key Responsibilities

This position will be integral in fulfilling trade policy commitments regarding manufactured goods, aiming to reduce regulatory burdens and assist UK businesses through our FTAs, EU relations, Mutual Recognition Agreements (MRAs), and international accords. You will achieve this by shaping the core policy of the team, collaborating closely with colleagues across Government, and engaging with a diverse range of UK businesses to better understand stakeholder requirements for your policy domains.

The successful candidate will lead the formulation of policy concerning technical trade barriers and will be responsible for delivering trade policy commitments on manufactured goods, with an emphasis on the UK’s relationship with the EU, to minimize regulatory burdens and support UK enterprises. Expected key responsibilities include:

  • Facilitating the execution of the TCA review, including providing TBT insights into the future direction of the UK-EU relationship while collaborating with key stakeholders across Whitehall and the business sector.
  • Leading the development of trade policy in a critical area of TBT, specifically in marking and labeling, while working closely with legal experts, analysts, and regulatory specialists within the department.
  • Collaborating across the Goods Regulation team to devise our strategic approach on matters such as UK-EU positions on product regulation and their ramifications for broader departmental policy areas, including Windsor Framework implementation, TBTs, and domestic regulations.

Candidate Profile

Essential Qualifications

  • A strong interest in developing expertise in technical trade policy.
  • Demonstrated leadership and organizational skills, with the ability to plan, reassess workloads, and prioritize effectively in dynamic situations.
  • Excellent communication skills, capable of building robust working relationships across Whitehall and representing the Department in discussions with senior partners and stakeholders.
  • Adept at analyzing diverse information sources; identifying risks, issues, and opportunities; and possessing the initiative to act on these insights with sound judgment on when to escalate matters.
  • Comprehensive understanding of the broader context and sensitivity to local and national political landscapes.

Desirable Qualifications

  • Experience in policy development, particularly in trade policy.
  • Background in trade negotiations, international relations, or EU exit processes.
  • Insight into the interests of UK businesses and experience in stakeholder management.
