Position Overview

The Trade and Investment Negotiations for Goods (TING) Directorate operates within the Trade Policy, Implementation and Negotiations Group at the Department for Business and Trade. This directorate is crucial in aligning trade interests and spearheading the UK's trade and domestic regulatory policies for manufactured goods. Our mission is to formulate and execute trade policies and agreements that cater to the requirements of UK enterprises, ensuring that exporters thrive and maintain a competitive edge on the global stage, whether in Europe or beyond.

We are seeking two challenging and fulfilling Grade 7 positions to guide our initiatives on goods regulatory policy. Responsibilities will encompass:

  • Formulating our comprehensive strategy for Technical Barriers to Trade (TBT) policy and its implementation across our negotiation framework with EU and global trading partners.
  • Creating a strategic plan that addresses UK-EU stances on product regulation, interactions with the Industrial Strategy, and the broader implications for TING/DBT policy areas, including Windsor Framework execution and domestic regulation.

These roles present a unique opportunity to influence a policy domain with substantial real-world consequences. Our portfolio encompasses both trade and regulatory policies, closely linked to other governmental priorities concerning growth and industrial strategy. The ideal candidates will be adept at navigating both overarching concepts and intricate details. You will engage with external business stakeholders and adopt a rigorous approach to evidence-based policy formulation.

Team members currently operate under a hybrid working model, with support provided to ensure that the role aligns with personal circumstances. If recruited from outside London, some travel to London will be necessary, along with potential travel across the UK and internationally as part of these roles.

The successful candidates must be prepared to undergo Security Check (SC) clearance upon appointment (if not already held).

Role Responsibilities

You will collaborate closely with the Goods Regulation team, alongside colleagues focused on Windsor Framework implementation and Technical Barriers to Trade. The team is responsible for both goods policy and the fulfillment of related obligations under the Windsor Framework and the UK-EU Trade and Cooperation Agreement (TCA). Additionally, the team provides essential policy and stakeholder engagement support for the TBT components of the Free Trade Agreement (FTA) negotiation program.

Key Duties Include:

  • Leading the overall formulation of our TBT trade policy, driving the development of core chapter policies and legal texts, while identifying UK trade interests across all negotiations.
  • Assisting in specific country negotiations regarding Goods Regulation and Technical Barriers to Trade, including advising negotiation leads on technical matters and actively participating in preparation and negotiations as necessary.
  • Directing the development of a comprehensive strategy for goods policy, particularly concerning the UK-EU trade relationship. Establishing a policy framework for alignment with (and divergence from) EU product regulations. Collaborating with analysts, legal experts, and technical specialists to generate policy options and provide high-quality advice to Ministers.
  • Ensuring that TBT and broader goods policy align with emerging DBT policy priorities, including the Trade Strategy, and serve as a lever to achieve growth through an Industrial Strategy.
  • Guaranteeing that the full spectrum of TBT trade policy is underpinned by robust evidence, working with analysts, legal experts, and technical specialists to deliver high-quality advice to senior officials, negotiators, and Ministers.
  • Building strong relationships with non-food goods policy and regulatory teams across Whitehall, and related teams in DBT. Ensuring relevant teams across government have access to EU engagement and delivery channels under the TCA and Windsor Framework.
  • Establishing and maintaining relationships across Whitehall and with external stakeholders, such as manufacturers and trade associations, working collaboratively and transparently to secure optimal outcomes for UK businesses and consumers on high-profile issues.

  • Proven experience in policy development and implementation, with the capability to thrive in a dynamic environment.
  • Exceptional interpersonal and influencing abilities, with a talent for quickly establishing rapport and credibility with teams, other departments, and external stakeholders.
  • Strong leadership and organizational skills, capable of planning effectively while reassessing workloads and discussing priorities in response to changing situations or conflicting demands.
  • Effective collaboration with specialists, including analysts, legal experts, and technical professionals.
  • Adeptness at grasping technical details while maintaining a focus on the broader strategic context.

Desirable Qualifications

  • Familiarity with trade in goods policy.
  • Experience in international negotiations or inter-governmental engagement, particularly with the European Union.
  • Understanding of UK business interests and experience in stakeholder management.
