The Support Capability Team reviews and informs future support arrangements by ensuring a clear understanding of services currently provided and by developing a robust understanding of gaps in provision.� It looks to improve current support arrangements and to develop a clear, cohesive, and robust understanding of the Future Demand Signal within a Clyde Integrated Operating Framework. It also contains the Service Delivery Group (SDG) that provides contract and financial management of the Future Maritime Support Programme (FMSP) contracts.

There is an exciting opportunity to join the SDG in the position of Senior Performance Manager, responsible for the management of new requirements onto contract, improvement initiatives, transformation, transition, and integration activities associated with contracted outputs across FMSP contracts at HMNB Clyde.

This position is advertised at 37 hours per week.

Job description

You will lead the interface from Customers into the SDG for all new contracted requirements to the FMSP Hard Facility Management & Alongside Services (Hard FM & ALS) and Soft Facility Management (Soft FM) contracts, ensuring coherence with other contracts (as required), from definition through to contract enactment onto the Hard FM & ALS and Soft FM contracts.

You will lead the collaboration and integration of all current and new contracted outputs for FMSP Hard FM & ALS and Soft FM contracts at HMNB Clyde including leading on any cross-contract Customer Feedback Forms to ensure a coherent response to the Customer.

You will lead all transition activity associated with the Soft FM and Hard FM &ALS contract through all aspects of the procurement cycle (definition, assessment, contracted, mobilisation, Initial Operating Capability (Service Commencement Date) to Full Operating Capability etc), ensuring all contracted outputs are transitioned to FOC and any new change / improvement initiatives are transitioned into service.

You will lead the Continuous Improvement activity, engaging with Customers and Industry to identify, scope and enact improvements to ensure continuous improvement in contracted outputs in support of operational delivery.

You will lead the management of Industry transformation activity, ensuring benefit realisation is correct and can be reconciled through to the contracts.

You will lead and co-ordinate with other SDG Senior Performance Managers, other FMSP contracts (Submarine Engineering, Ships Engineering and Warehousing & Distribution) and Industry to ensure the contracted cross lot Government Furnished Assets (GFA) Service is delivered in accordance with the Hard FM & ALS Contract GFA Service deliverables.

You will provide support to and data analysis in support of the FMSP Operational Coordination Board and to the HMNB Clyde Service Delivery Integration Group, acting as deputy to Assistant Head SDG at these and any other Governance Boards, as required.

You will be a user of FMSP contract management systems, ensuring information contained within is updated, correct, authorised etc., and provide data analysis, as required, to support governance processes.

You will provide input into the monthly consolidation and reporting of all contract performance and financial information, together with commentary and explanation of variances, recovery plans, continuous improvement, transformation, benefits tracking etc, to support the SDG and HMNB Clyde Governance and Contract Governance, and externally into the Central and Strategic layers.

You will provide cover for Assistant Head SDG and for other contracts managed by the SDG, as required.

You will play a pivotal role in leading and embedding FMSP improvements, and therefore you will have a positive approach to change. You will be curious about current ways of working and be open to suggesting improvements.

You will role model a collaborative approach in engaging with stakeholders and be comfortable communicating with individuals of all grades and ranks, military and civilian and Industry Partners.

You will take a holistic approach to working with others, avoiding siloed working, and adopting a 'One Clyde' approach.�

Alongside your salary of �43,080, Ministry of Defence contributes �11,631 towards you being a member of the Civil Service Defined Benefit Pension scheme.

This job role is suitable for hybrid working, which is an informal, non-contractual and voluntary arrangement, blending a balance of attendance in the workplace (the permanent duty station, HMNB Clyde, which is based on business assessment of where the work is best done) and working from home as a personal choice (if the role is suitable for this). If you are successful, any opportunities for hybrid working will be discussed with you prior to you taking up your post.

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance.
