Job summary

Join Navy Command and become part of the leadership team creating a programme to deliver a multi-billion pound major infrastructure investment to recapitalise facilities and services across HM Naval Base Devonport and the wider dockyard. This will ensure that Devonport can meet the demands of today and be ready to support Dreadnought Class submarines, SSN-AUKUS (nuclear powered fleet submarine) and other future platforms.

The wider Devonport site consists of HM Naval Base Devonport (MOD owned) and Devonport Royal Dockyard Limited (DRDL) (Babcock owned) dockyard. These together have evolved into one of the largest bases of its kind in Western Europe. A key Defence asset for the UK, the Devonport site is critical to the Royal Navy as a main operating and support base, providing a unique contribution to the Royal Navy�s ships, submarines and people. �Working for the Senior Responsible Owner (SRO) who has responsibility to lead and create this investment programme, and working collaboratively with the wider programme team which includes people from:

Submarine Delivery Agency � currently leads the MOD major project management and contracting for the Babcock site.Defence Infrastructure Organisation � project management and contracting for MOD site.Naval Base Commander�s Infrastructure Organisation.Babcock.Navy Infrastructure.

As Portfolio Manager you will be accountable to the SRO, supporting project/programme teams, and design and delivery of various linked projects and programmes to improve and modernise your area of responsibility. You will ensure there is a robust governance and delivery framework in place. You will work with business areas to identify and categorise new projects for a decision on entry to the portfolio and provides regular updates on the pipeline to Programme and Sponsor Boards. You will work with project teams to co-ordinate business case production ensuring appropriate specialist input and timing of approval through governance framework, provide best practice advice and guidance.

This is an exciting time to join a newly formed and growing team, that will play a critical part in shaping, influencing and delivering the major infrastructure programme on the Devonport site which will provide the foundation for future capability supporting the Royal Navy, and providing opportunities for the people of Plymouth and surrounding areas.

Job description

People and Leadership

Ensure performance is managed consistently and fairly, including Diversity and Inclusion principles and provide regular feedbackIdentify and develop capability needs, ensuring robust Development Plans are in place for yourself and your teamEnsure own and team�s compliance with mandatory requirements H&S trainingInspire, motivate and engage with the Devonport Portfolio Office and with other teams across the Devonport, Navy Command, DIO, SDA, DE&S, Babcock and MOD by providing positive working environment and empowering the teams at all levels.Provide support to Line Manager and Programme Directors to deliver departmental outputs with minimal supervision.

Portfolio Management

Work with business areas to identify and categorise new projects for a decision on entry to the portfolio and provides regular updates on pipeline to Programme and Sponsor Boards.Establish clear governance framework and reporting regime aligned to Management of Portfolios best practice. Co-ordinate reporting from projects and provide analysis of performance at portfolio level for review by governance bodies.Maintain portfolio delivery map and critical path to monitor project progress. Recognise and track interdependencies across projects. Recommend how financial and other resources be allocated across change initiatives to optimise the organisation's return on investment.Identify and monitor portfolio risks (threats and opportunities), planning and implementing responses to them and responding to other issues impacting the portfolio.Map stakeholder interest and influence to determine priorities for engagement and communication. Communicate regularly and obtain input on issues such as means of communication. Engage in debate to resolve issues and differences between stakeholders and to challenge assumptions.Monitor, manage and report on programme budget, understanding and supporting the financial planning cycle where requiredAct as a leading figure in the work to integrate organisations across Devonport and support implementation of an integrated project team approach across the programme, providing support and guidance where required.Provide education, guidance, advice and coaching on programme management best practice to programme colleagues.Provide strategic advice and support to PD and wider programme stakeholders where requiredDeputise where required for SRO on programme mattersRecruit appropriate programme office staff and manage the ongoing development and performance of the team members.

Person specification

The successful candidate must be able to demonstrate their experience and skills against the following essential criteria:

Working in complex projects and programmes and the use of portfolio management as a tool for managing organisational change.

Establishing appropriate, robust and efficient governance to ensure the project is governed responsibly.

Experienced leader practiced in leading a virtual �team� assigned to work from across functional, organisational or geographic boundaries to deliver high quality outputs.

Risk, issues and opportunity management; Strategic understanding of schedule changes, conflicts and risks to the portfolio performance cost and time envelope as well as operational deliverability.

Essential experience:�Experience of working in complex projects and programmes and the use of portfolio management as a tool for managing organisational change.
Experience of leading a virtual �team� assigned to work from across functional, organisational or geographic boundaries to deliver high quality outputs.

Desirable criteria may be used in the event of a strong field of candidates when there is a need to distinguish between candidates. This will be as a second sift, after the essential criteria has been considered:

Experience of working in or knowledge of, defence or construction in a regulated environment � either in government or industry.

Significant knowledge and experience of leading multi-million-pound programmes, ideally within infrastructure.

Knowledge and understanding of the government financial approvals process for large projects.
